Science Implementation Branch Health Science Policy Analyst and Science Writer at the National Institute of Nursing Research, NIH.

As an NIH Health Science Policy Analyst, I serve as a senior scientific adviser with responsibility for identification of significant advances/trends in research, as well as for presentation (incl. planning process, budget planning, execution processes, & development of NIH initiatives). Currently, I am on a Comparative Effectiveness Research & Patient Centered Outcomes Research assignment to the NIH Office of the Director in addition to NINR.*Brief Senior Leadership on scientific issues, planning, budgeting, hearings, responses to Congressional inquiries, & development of analysis reports.*Write position papers, prepares talking points & briefings.*Develop materials for the annual appropriations process, such as Congressional Budget Justification & testimony.*Identify trends & emerging or potential problems or opportunities in nursing science &related areas that may impact on the programs. Conceptualize approaches for responding to issues.*Summarize & interpret the work of investigators & research programs in terms that are understandable to the Congressional or non professional community in order to communicate info on activities & plans, & to support current & requested research budget levels, as well as responses to requests for scientific advances & related budget initiatives.*Advise senior Institute staff, such as the Institute Director, Dep. Director, and Exec. Officer, as well as NIH senior staff, through written & oral reports, on the consistency, appropriateness, & impact of proposed legislation or legislative changes, particularly in terms of policy requirements and impact on current or potential programs.*Serve as liaison between NINR & other NIH Institutes/Centers.*Review the need for & develop new scientific coding & reporting databases and systems.*Evaluate comparative- & cost- effectiveness. *Maintain knowledge of progress & current issues. *Recommend policy improvements & implementation strategies.

As faculty for the FAES Public Health program, I design, coordinate, instruct, administer and evaluate the core graduate Public Health certificate course on Health Policy and Management. PBHL 517 is an introduction to Health Policy and Management; it examines both the historical and current state of health services in America and integrates these concepts within the context of public health practice, management and policy. The multidisciplinary fields of Public Health and Health Services Research encompass a vast amount of rapidly changing information surrounding the structure, process, outcomes and impact of our health service delivery and finance “system.” In order to understand, explain and predict health service delivery and finance, Health Policy and Management draws from the analytic spheres of behavioral and social, medical/nursing, allied health (e.g. social work, physical therapy), demographic, economic, political, health services research, public health (statistics, epidemiology), anthropological, management, and policy sciences. Ideally, today’s health system strives for the nexus—a truly interdisciplinary approach-- that synergistically creates better health solutions than the sum of the parts. This introductory, yet fast paced, course engages students to analyze how the multiple components of the system interact to impact: accessibility, costs, financing, organization, quality and outcomes. Students of Health Policy and Management master a foundation of factual concepts, models, and analytic skills for subsequent courses in the Associated Schools of Public Health MPH* programs. We will also examine enacted policy implementation, and the historical and potential interaction effects of reforming individual components of health services.

Nuestro Pequeños Hermanos is an international non-profit Orphanage (with homes in 9 countries). This clinic is in Ramon Santana, SPM Republica Dominicana. "Dra. Cristina" (as Dr. Hafner-Eaton is known here) perfomed a wide variety of direct care, prevention, education and planning activities to promote the health, well-being, nutrition, and fitness of the staff, volunteers and children in the NPH orphanage and surrounding communities.

Reviewed & summarized all newly published research on infant feeding, lactation findings, as well as all proposed clinical research involving LLLI populations. Coordinated an international mutli-disciplinary research review team (peer review) to make specific recommendations regarding research protocols & methodological issues pertaining to the potential impact on vulnerable mothers & children. Summarized findings & recommendations of the team; utilized DELPHI technique feedback mechanism to build consensus. Authored and published new information regarding breastfeeding research for updating LLLI Leaders, health care professionals and for world, state and local conferences.

Served as statewide (Oregon) professional contact for evidence-based practice, research & legal on topics: breastfeeding, lactation and breastmilk. Any questions regarding practice for physicians, nurses, LLLI Leaders, lactation consultants, lawyers, dentists, hospitals, psychologists, RDs, CHES, courts, etc. were directed through Dr. Hafner-Eaton. Additionally, Continuing Education seminars & CE sessions at PNW LLLI conference were planned, organized, & implemented successfully.

Assist. Prof responsible for: developing, teaching & evaluating/revising 6-9 different graduate and/or undergraduate courses per academic year; advising both graduate and undergraduate students; participating in academic committees; providing service to the academic and outside communities; and, maintain active research projects as well as publishing results from these endevours. Courses taught: Health Services Organization and Finance; Health Data Analysis; Reimbursement Mechanisms; Health Law and Regulation; Health Policy Analysis; Hospital Management; Quality Assessment and Assurance; Women's Health; Alternatives in Long Term Care. Original Health Services Research as sole PI and collaborator: outcomes analysis, access to health care, the uninsured, women's health issues, childbirth outcomes, international health systems organization, and long term care.

Attended professional site visits and lead community education seminars. Range of professional health policy projects included: uninsured in CA & in the US; Maternal Health Access; Emergency & Trauma Center Closures in Urban Areas; Urban vs. Rural Health Access; Managed Care Incentives; Long Term Care Insurance Policy Analysis; California's Health Insurance Coverage; Latino Health Insurance Coverage; Employer Sponsored Health Insurance; Health Status & Health Insurance & Access Relationships; and International Systems Comparisons.

Department of Health Services Planning & Policy Analysis, Grad School of Public Health;Conducted weekly lectures, discussion sections & office hours for requisite graduate course on "Health Care Organization and Financing in the U.S." Designed, administered, graded examinations, prepared & delivered lectures/ discussions, & prepared readings/study materials on topics including: system planning, international system analyses & comparisons, financing, organization, provider reimbursement, personnel, regulation, competition, long-term care, managed care, technology assessment, & quality assurance. Extensive HSR tools employed for survey research on the uninsured & access to care; data & statistical management & analysis; preparation of publications. Policy analyst for issues of access to health care. Managing & analyzing data from the NHIS (NCHS)--multidisciplinary pilot project using the NHIS to deliver an original supplemental health insurance & employment questionnaire to the CA NHIS sample. Project originated in 1988 with questionnaire design, development, pretesting & liaison establishment with NCHS. Methods used to analyze data: uni, bi & multivariate analyses & policy simulation models (SAS, BMDP, SPSS, SESUDAAN). Performed original analyses resulting in multidisciplinary team-produced reports & articles for CA leg & journals. Research topics include: CA State & National Health Programs, overall access to care, medical indigency, minority health & access issues, health status & utilization of the uninsured, & source of care.
