As head of AWI’s government and legal affairs department, I developed and implemented the organization's legislative agenda and led lobbying efforts in Washington, DC before the US Congress and executive branch and state legislatures. Improved laws regarding the retirement and placement of former military working dogs and helped facilitate legislation for the placement of dogs with wounded veterans. Led on the passage of legislation to crack down on shark finning, establish a national chimpanzee sanctuary and annual funding. Secured annual appropriations language blocking the slaughter of wild and domestic horses. Worked with legislators from both parties to increase annual funding for the enforcement of the Animal Welfare Act, Humane Slaughter Act, Horse Protection Act and other programs.

During this time I focused on writing and developing tools used to expose unacceptable and unethical treatment of animals. Information was presented through articles and various national and international publications to educate the public about animal welfare and how to mitigate suffering when possible. I started and continue to lead the national campaign to end horse slaughter through federal legislation. I conducted on-site investigations into nationwide reports of animal cruelty. I also created and maintained four separate websites and developed the organization’s comprehensive IT system.
