Congress directed the establishment of ORAP as an advisory body to the cabinet-level Ocean Policy Committee (OPC) in 2021. The purview of the panel includes national oceanographic science, engineering, facilities, and resource requirements, national ocean research priorities, and diversity, equity, and inclusion in the ocean sciences.

Working closely with the President, and reporting to senior cabinet officers, our distributed team secured and supported $70M+ in annual gifts and contracts from foundation partners. Designed and led a cohort-based fellowship program focused on enhancing revenue generation from faculty -- generating a ROI of 100:1 -- a model that has now been copied by AAU peer universities around the country. Created and deployed new business strategies, analytics, and operations that led to three consecutive years of record-setting funding -- doubling annual revenue above the historical average, including major and first-time awards from the largest foundation partners in the country.

Appointed by the Secretary of Commerce; I was charged with advising on the administration, operation, management, and maintenance of the US marine information and data enterprise as part of the IOOS Advisory Committee.

I led the school's external engagement, including fundraising from private donors, corporate partners, and philanthropic foundations spanning renewable energy, climate, marine biology, ocean, and weather programs. I designed targeted communications for public and private audiences and managed regulatory and legislative engagement with local, federal, and foreign government officials. As a senior leader reporting to the Dean I also led global business development, internal seed investments and grants, and long-range planning. I was responsible for the P&L of a >$4m annual revenue line and oversight of a team of thirty full-time and part-time staff.

Elected to serve multiple terms as the principal officer of the organization; the Board was responsible for staff oversight, policy development, long-range strategic planning, and ensuring the sustained operations of the enterprise.

I led day-to-day operations for our globally distributed team--including software and hardware engineering, international business development, marketing, and US/foreign government relations. Close federal partners included NOAA, Dept. of Interior, Navy, Army Corps of Engineers, and the Coast Guard. We were the first ocean observatory to be certified by the US federal government as having met the highest standards of quality and reliability.

I led the creation of the US regional ocean observatory in the insular Pacific and managed the strategic planning, design, capitalization, and build-out of the organization within four nations, including the convening of an international Board of Directors. I held direct responsibility for the annual P&L (>$2m annual revenue) and managed a team of 15 staff.
