New York City Environamental Protection - Miscellaneous Design for Reconstruction of Facilities Located west of Hudson. Mr. Roumbas is serving as a liaison for multi-task assignment for the reconstruction of various facilities located west of Hudson, including replacement of roller sluice gates at the Ashokan Dividing Weir Gatehouse, replacement of trickling filter recirculation pumps at the Port Jervis WWTP, stream improvements at Holliday Brook, Cat Hollow and Beech Hill following the flood events of 2007, infiltration\inflow reduction at the Pine Hill Sewer Collection System, stream improvements at Grahamsville, Pine Hill and Tannersville, inspection and improvements to the East Delaware Tunnel Outlet Stilling Chamber and sediment and soil testing at Red Brook to delineate extent of contamination due to recent environmental spill.

New York City Environmental Protection- Gilboa Dam, Schoharie County, New York: Mr. Roumbas supervised the design and design services during construction for Phase I and II of the Gilboa Dam Reconstruction. Phase I included the installation of a pneumatically operated Crest Gates system (220 feet long) to assist NYCDEP in snow pack mitigation. Phase II included site preparation to facilitate reconstruction of the Gilboa Dam.Currently Mr. Roumbas is providing Liaison Services and change order preparation for the Reconstruction of the Gilboa Dam.

Consolidated Edison - Wastewater Assessment Characterization, NY: Managed a wastewater characterization to assess the conformance of six Con Edison steam generating facilities with the SPDES permits requirements. The project involved, field verification of all process piping, identification of best monitoring locations, preparation of process flow diagrams and correction to P&ID drawings.

New York City Environmental Protection Delaware District Facilities Reconstruction: Served as Project Manager\Liaison for a multi-task assignment for the reconstruction of various Delaware District Facilities, including complete modernization of Grahamsville Laboratory, originally built in the 1950s, which features state-of-the-art laboratory and administrative facilities for about 45 NYCDEP staff members. Replacement of fifteen large diameter cone valves at various facilities through the Delaware Water District; complete rehabilitation of the Port Jervis WWTP three pumping stations and Replacement of outdated Imhoff Tanks with new primary settling tanks, thickeners and sludge holding tank.

Westchester Joint Water Works - Purchase Street Booster Pump and Caustic Soda Feed Station, Harrison, NY: Project/Resident Engineer for design and construction of a 2,000-gpm booster pump and caustic soda station. Project included construction of new pumping station and caustic soda feed station; installation of 10,000-gallon hydropneumatic tank; pumping system consisting of six pumps designed to supply water to a local development in tandem with the hydropneumatic tank; installation of water distribution system; caustic soda feed system; electrical equipment; and instrumentation and control.

Sewer Rehabilitation, Westchester County, NY, Westchester County Department of Public Works: Oversaw the construction management of two separate sewer rehabilitation projects with a total construction value of $5 million. Mr. Roumbas also managed the preparation of contract documents for these projects, which included in-situ rehabilitation of more than 12,000 feet of severely leaking trunk-sewer system ranging in size from 15 to 33 inches, slip lining of severely deteriorated 30-inch pre-stressed concrete cylinder pipe with a 24” reinforced fiberglass pipe, excavation and replacement of severely corroded sewer piping and manhole rehabilitation of more than 500 manholes.

Sewer System Evaluation Survey, Westchester County, NY, Westchester County Department of Public Works: Project Engineer, responsible for the supervision and management of a SSES encompassing more than 45 miles of County interceptors and 250 miles of sanitary sewers. Also conducted flow monitoring, flow isolation, smoke testing, dye testing, manhole and sewer pipe inspection, and updated sewer maps. He provided hydraulic evaluation of County interceptors using the Extran block of stormwater management system and CSWMMI, and manhole inspection management database using the Paradox relational database.
