Led the development of the Operational Cyber Live Fire Test and Evaluation (OCLFT&E) Methodology and Practitioners Guidebook (M&PG) on behalf of the USAF 704th Test Group Aerospace Survivability and Safety Office (704 TG/OL-AC) and Naval Air Systems Command (NAVAIR) Naval Aviation Red Team (AIR-RT). Led and facilitated biweekly customer and stakeholder OCLFT&E status meetings with the USAF Air Force Operational Test and Evaluation Center (AFOTEC), the Cyber Resilience Office for Weapon Systems (CROWS), U.S. Army Program Executive Office (PEO) – Aviation, Naval Air Warfare Center Weapons Division (NAWCWD), the Joint Survivability Program Office (JASPO), and the 704 TG/OL-AC. Organized and facilitated weekly internal Sabre Systems, Inc meetings to discuss OCLFT&E M&PG activities, status, and customer requirements. Participated in and presented at the Joint Cyber Community of Practice (JCCOP). Participated in weekly AIR-RT Cyber Live Fire Test and Evaluation (CLFT&E) Administrative Sync Meetings. Organized and facilitated weekly OCLFT&E Sync meetings with our partner Skyward Ltd. and Modern Technology Solutions Inc. (MTSi). Developed an OCLFT&E Terms and Definitions Appendix. Began to develop, merge, and align OCLFT&E content for the OCLFT&E M&PG Phase II report. Developed an OCLFT&E Flow Chart / Decision Tree. Developed an OCLFT&E Phase II report. Developed OCLFT&E Test Plan, Test Report, Statement of Work (SoW), and Rules of Engagement (RoE) generic templates. Reviewed, modified, and updated the OLFT&E Phase I Final Report. Developed an OCLFT&E Project POA&M to include in the Phase I Final Report. Participated and contributed to the NAVAIR Cyber Ready Strategy and Communication Plan. Designed and developed Cyber Ready Strategy content, briefs, and visual graphics. Created a prototype NAVAIR Cyber Ready Dashboard.

Supported VGS with protecting assets and information across Verizon, and worked to incorporate security into the design of technology systems and services. Lead and managed three offensive security efforts (the Verizon Enterprise Red Team, Verizon India Advanced Penetration Test Team, and third party Penetration Test teams) that delivered penetration testing and enterprise level Red Teaming services across the Verizon Enterprise and business units to help mature Verizon security posture against simulated real-world threats. Responsible for the establishment, maintenance, and execution of testing standards, processes, procedures, and operations to support the security testing needs of applications, platforms, technologies, processes, and systems to identify vulnerabilities and weaknesses that can be exploited by threat actors. Directed and oversaw the delivery of actionable and measurable activities and results. Lead highly technical experts and effectively translated technical information to Verizon CyberSecurity internal customers in a way that supports VGS and broader Verizon goals. Established and fostered partnerships and trust between testing teams, business, and legal. Drove process maturity within the organization by aligning short-term business unit needs with Verizon long-term enterprise goals. Built and maintained relationships with other offensive security, IT, and network leaders. Performed hiring, training, staff development, performance management, and annual performance reviews.

Supported NAVAIR’s CWD as a Subject Matter Expert (SME) with regards to Cyber Warfare. Provided management and oversite to CTE Branch and AIR-RT operations. All customers have received high quality operators, tools, and facilities in support of enterprise and platform cyber Research, Development, Test and Evaluation (RDT&E). Successful oversight of all AIR-RT multi-million dollar financial and budget execution. Acted as the project manager for several multi-million dollar Central Test and Evaluation Investment Projects (CTEIPs) to improve major test capabilities with multi-service impact. Successfully managed several Naval Innovative Science & Engineering (NISE) projects to improve capabilities across NAVAIR. The AIR-RT and CTE Branch have supported cyber activities and operations in support of NAWCAD’s CWD, the Atlantic Test Wing (ATW) cyber Test and Evaluation (T&E), other DoD organizations, and other non-DoD external partners. Acted as Lab Manager for the AIR-RT and CTE Branch cyber laboratories; the Cyber Electromagnetic Integration Laboratory (CEIL), the Hackers for Aviation Cyber Resiliency (HACR) Laboratory, and the Cyber Mission Operations Center (CMOC) providing management, leadership, and oversite. Coordinated Information Technology (IT) and Information Assurance (IA) requirements with the Digital Network and Application (DNA) Department. Coordinated with the ATW Cyber T&E Branch with regards to successfully performing cyber Developmental Testing (DT) across NAVAIR.

Supported NAVAIR’s Cyber Warfare Detachment (CWD) as a SME with regards to the Integrated Battlespace Simulation and Test (IBST) Department, cyber T&E, and adversarial assessments. Provided management and oversite to the Branch that, through direct funding, supports the CWD, NAVAIR’s cyber RDT&E, the Army’s Threat Systems Management Office (TSMO), and other DoD organizations. Directly supported the Director of the National Cyber Range Complex (NCRC) Patuxent River NAS instantiation with regards to requirements, cost, schedule, and contracts. Supported the Naval Adversarial Assessment Cyber Team (NAACT). Collaboratively coordinated across multiple competencies to implement RDT&E cyber requirements within the IBST Department. Acted as Laboratory Manager to the Branch’s cyber laboratories; the CEIL and the HACR Laboratory. Acted as Program Manager (PM) for the NAVAIR Integrated Cyber Environment (NICE) Certification and Authorization (C&A). Supervised the design, development, and integration of weapon system specific cyber tools in support of NAVAIR T&E. Managed several investment and workforce development programs to increases NAVAIR’s cyber RDT&E capabilities.

Cyber Simulation Branch - Stood up and established the Branch to provide leadership and expertise in enterprise and platform cybersecurity across the T&E spectrum. Established the CEIL and HACR laboratory to accommodate new and emerging NAVAIR cyber RDT&E requirements. Acted as the NAVAIR Point of Contact (POC) for the Test Resource Management Center (TRMC) to acquire and establish a NAVAIR Patuxent River NCRC facility. Established a Cyber Simulation Branch business model in coordination with the Army’s TSMO to provide a collaborative partnership to gain knowledge, experience, training, and skills required to successfully maintain and conduct DoD level RT operations. Mission Systems T&E Support and Analysis Branch - Lead all data reduction, analysis, and System Integration Laboratory (SIL) facilities within the branch in providing customers with the requested services, information, and/or infrastructure to accomplish their mission. These facilities included the E-2 Systems Test & Evaluation Laboratory (ESTEL), Aircraft Data Acquisition and Processing (ADAP) Laboratory, Digital Data Reduction Facility (DDRF), Data Reduction, Analysis Management System (DRAMS) facility, Presidential Helicopter SIL, and Triton SIL. Conducted numerous technical and programmatic discussions about current and future workload, requirements, staffing, and funding.

Identified, advised, and managed all technical solutions for the NAVAIR ASD Manned Flight Simulator (MFS) Laboratory facility. Represented the ASD and MFS while attending internal and external customer meetings to gather technical requirements, provided architecture recommendations, remained current with work efforts, and increased customer service. Collaborated with inter and intra organizations, attended conferences, and networked with external government facilities, commercial, and academic entities to identify technical needs and solutions. Compiled, submitted, and implemented numerous ASD investments projects to upgrade and modernize the MFS Laboratory facility. Coordinated and supported numerous RDT&E events and operations including Live Virtual Constructive (LVC) exercises.

Managed and led the successful execution of numerous MFS projects within a dynamic customer driven T&E facility. Collected, organized, and distributed all Lab Development, Laboratory Technical Support, and Network Administrator work requests, change requests, anomalies, tasking, and requirements across software, hardware, technical support teams. Coordinated and communicated between multiple customer organizations. Gained experience as an expert within a multi-faceted Developmental and Operational Test and Evaluation (DOT&E) facility. Gained broad, hands on, expertise of all MFS systems, interoperability, and operations. Gathered essential skills in integrating, supporting, and maintaining state-of-the-art technologies with Legacy systems. Performed a customer support role for MFS facility investigating, debugging, troubleshooting, and examining countless simulation anomalies and issues.
