Provided management and oversite to CTE Branch and AIR-RT operations. All customers have received high quality operators, tools, and facilities in support of enterprise and platform cyber Research, Development, Test and Evaluation (RDT&E). Successful oversight of all AIR-RT multi-million dollar financial and budget execution. Acted as the project manager for several multi-million dollar Central Test and Evaluation Investment Projects (CTEIPs) to improve major test capabilities with multi-service impact. Successfully managed several Naval Innovative Science & Engineering (NISE) projects to improve capabilities across NAVAIR. The AIR-RT and CTE Branch have supported cyber activities and operations in support of NAWCAD’s CWD, the Atlantic Test Wing (ATW) cyber Test and Evaluation (T&E), other DoD organizations, and other non-DoD external partners. Acted as Lab Manager for the AIR-RT and CTE Branch cyber laboratories; the Cyber Electromagnetic Integration Laboratory (CEIL), the Hackers for Aviation Cyber Resiliency (HACR) Laboratory, and the Cyber Mission Operations Center (CMOC) providing management, leadership, and oversite. Coordinated Information Technology (IT) and Information Assurance (IA) requirements with the Digital Network and Application (DNA) Department. Head, Cyber Simulation BranchNaval Air Systems Command (Navair) Dec 2017 - May 2019Supported NAVAIR’s Cyber Warfare Detachment (CWD) as a SME with regards to the Integrated Battlespace Simulation and Test (IBST) Department, cyber T&E, and adversarial assessments. Provided management and oversite to the Branch that, through direct funding, supports the CWD, NAVAIR’s cyber RDT&E, the Army’s Threat Systems Management Office (TSMO), and other DoD organizations. Directly supported the Director of the National Cyber Range Complex (NCRC) Patuxent River NAS instantiation with regards to requirements, cost, schedule, and contracts. Supported the Naval Adversarial Assessment Cyber Team (NAACT). Collaboratively coordinated across multiple competencies to implement RDT&E cyber requirements within the IBST Department. Acted as Laboratory Manager to the Branch’s cyber laboratories; the CEIL and the HACR Laboratory. Acted as Program Manager (PM) for the NAVAIR Integrated Cyber Environment (NICE) Certification and Authorization (C&A). Supervised the design, development, and integration of weapon system specific cyber tools in support of NAVAIR T&E. Head, Cyber Simulation Branch; Head; Mission Systems T&E Support And Analysis BranchNaval Air Systems Command (Navair) Dec 2015 - Dec 2017Cyber Simulation Branch - Stood up and established the Branch to provide leadership and expertise in enterprise and platform cybersecurity across the T&E spectrum. Established the CEIL and HACR laboratory to accommodate new and emerging NAVAIR cyber RDT&E requirements. Acted as the NAVAIR Point of Contact (POC) for the Test Resource Management Center (TRMC) to acquire and establish a NAVAIR Patuxent River NCRC facility.
