About Christian Rowley

I am a Director level Operations and Programme Management Professional, with over nineteen years’ leadership experience, including five in technology procurement. As you might expect, I have strong network development and collaborative leadership, programme management and strategic development skills, as well as driving staff development and empowerment. In recognition of this depth of experience, In recognition of this depth of experience, I was appointed as Associate Director of Operations by The Royal Marsden in July 2023, and I have been on the UKONS board as since 2022.In terms of Operational Leadership, with University Hospitals Coventry and Warwickshire NHS Trust as Occupational Health Administration Officer (from 2005 to 2012), I coordinated the Trust’s response to Swine Flu in 2010, as well as leading its Influenza awareness and vaccination campaign: enhancing ward communication and interaction, significantly improving uptake figures, and ensuring CQUIN payment levels were met for the first time in the Trust's history.     Service and business development, staffing, invoicing, systems development, creation and modernisation of referral pathways, intergration with key local and national targets, marketing, liasing with all levels of staff to create identification and knowledge around the service. In 6 months the service has seen a profit, for the first time, in each. Increasing from £400 to £6,000 and a profit margin of over 100% during my time as manager. This success has been achieved through building relationships with key ward area staff to allow for better communication, a change in delivery strategy and a consistantly above average quit rate for the region. My first year saw a £110,000 increase in turnover, leading to a £50,000 profit.In late 2012 I put together the Trusts tender application to the Council successfully achieving a 76% and coming 2nd to the long term established community provider. In order to submit the tender I had to pull together agreement through Financial and Operational Directors and write a business case to secure additional resources.2013/14: The Stop Smoking Service was set an annual profit target of £50k, under revised PBR tariffs, a £35k profit level was achieved within 6 months and provided under resource pressure. This was achieved through maintaining a 62% quit rate at 4 weeks and meeting all KPI targets set by the council. During this year I negotiated a contract and put into place protocols to facilitate payment and prescriptions for Warwickshire patients, who fall outside of the Coventry contract.

    Alongside my role as Stop Smoking Service Manager I performed as Implementation Lead for Making Every Contact Count, this involved creation of the trust training plan, liasion between Strategy and Delivery groups and identification of clinical champions and trainers. In conjunction with a project co-ordinator a network of link workers across the Trust trained over 1,000 April to November 2013, hitting the Trust's annual target. This was achieved through strategic information sharing, allowing for the creation of pressure on senior staff to facilitate their staff undertaking the training sessions for their colleagues.

Mainly through increasing efficiency within current practice and specialisation of staff to free up resources for external contracts.

    I took on the role with Stop Smoking Services after being recommended by my current manager to supplement my skills base and improve my experience levels, especially in terms of helping to build a service from scratch. This has presented with new challenges which I have enjoyed. The most difficult was trying to locate an office suitable for the service despite estates not being able to locate any space for the service. I have now found a couple of suitable locations, 1 of which would be a space share initially but both offer a good base for the service to setup. I was charged with finding suitable locations for clinics to run, of which I have now struck up a working relationship with Occupational Therapy in order to provide a joint service, mixed in with staff physio and patient rehabilitation to meet targets for both departments. I achieved this through using my networks within the Trust and performing a brief assessment of different departments’ usage of rooms without interfering with their work. The key to making the service a success hitting 4 and 12 week quit targets as these are the pay gateways at which the Trust receives funds. This also requires stringent monitoring systems which I have developed from the current Occupational Health database system to include the facilities of the diary system, to manage stop smoking advisors appointments and monitor the statistics of the service.I developed material to facilitate the paper based referral system for any pre-op patients for which it is not possible to refer through electronic pathways. I have also been involved in discussions with ICT and PAT services to adapt the current patient systems to include mandatory patient smoking questions and to have live return of data to stop smoking service staff.
