My Public Policy Ph.D. is informed by 20+ years of professional directorship experience in environmental science, land use planning and policy, regional collaboration, community development/redevelopment, and watershed/water supply protection planning. I believe scholarship informs the development and implementation of sound public policy. I have chosen to inform my scholarship with civic engagement and field-based experiences that include interdisciplinary teams and elected officials to design policy documents that recognize and reflect the people they are intended to serve.

Member of the executive leadership team and manager of a team of land use planners, environmental scientists, and GIS professionals, accountable to the NJ Highlands Council for the implementation of the New Jersey Highlands Regional Master Plan. Selected Achievements• Responsible for the ongoing development, implementation and inter-agency coordination of the Highlands Regional Master Plan for 88 municipalities and portions of seven counties for 880,000 acres of the most valuable watershed lands in northern New Jersey.• Provide oversight for a $2.4 million state appropriation to the Highlands Council for the implementation of municipal and county grants and consultant contracts that support Planning and Science and GIS staff.• Currently conducting the first monitoring program of the Highlands Regional Master since its adoption in 2008. Including a Fiscal Impact Assessment and the development of indicators and milestones that will evaluate the effectiveness of regional planning water protection measures in a diverse land use setting.• Responsible for the continued professional and technical development of staff and ensuring that all stakeholders benefit from sound communication and staff support regarding development applications, constituent outreach, and education/training programs.

Served as the Program Director for a nationally recognized non-profit Center while attending the Edward J. Bloustein School for a second graduate degree in city and regional planning.Responsible for project development and management, grant procurement, budget, and staffing associated with environmental, agricultural and land use planning and community development for smart growth and resource protection initiatives throughout New Jersey. Selected Achievements• Project Director for contract with NJ Department of Community Affairs, Office of Smart Growth to develop first Geographic Information System (GIS) based State Plan model and provide information links to the Infrastructure Assessment component of the NJ State Plan. • Managed a study to examine the potential for new markets, technologies and programs that would support local farmers and complement countywide efforts to help preserve farmland and agriculture. The study served as a model for enhancing the agricultural economy through the use of GIS, economic and demographic data, county planning, and state agricultural data.• Lead researcher and manager of a two-year collaborative project to examine the environmental, transportation and infrastructure systems capacity of six older contiguous urban communities to assimilate future growth. The project resulted in a Lincoln Institute of Land Policy book chapter. • Project manager for a contract with the First Baptist Community Development Corporation to assist it in preparing needs/asset inventory and development of a 5-year comprehensive strategic plan for the Renaissance Community in Franklin Township, Somerset County. • Responsible for designing and facilitating community outreach activities for residents, faith-based organizations, local Community Development Corporation’s and the City of Plainfield together to focus on the neighborhood revitalization needs of a 44-block area surrounding a proposed newly funded Middle School.

Served as the Senior Environmental Scientist for several national NEPA, DOD, DOE sites, including the NYSDEC Fresh Kills Landfill Surface Water and Sediment Program component of the 2001 Fresh Kills Landfill Closure Plan.Responsible for all aspects of program and staff management including data collection and interpretation, client support for natural resource investigations, environmental impact statements, site evaluation, remedial actions, storm water monitoring programs, and community relations programs. Clients include: New Jersey Department of Environmental Protection, New York State Department of Environmental Conservation, New York City Department of Sanitation, US Department of Defense, US Department of Energy, and the US Environmental Protection Agency, Region II.Selected Achievements• Managed team for annual $2.1 million dollar NYSDEC surface water and sediment investigation of Fresh Kills Landfill, Staten Island, NY.• Developed “Surface Water Quality Parameter Profile” for evaluating and monitoring surface water quality conditions associated with the 8 nautical miles of the tidal Raritan River and Fresh Kills Creek system. This profile approach for monitoring surface water contaminates is still in use by NYSDEC.• Coordinated and led nationwide field sampling programs for state and federal clients and developed reports in support of confidential and public legal cases.• Responsible for the management of environmental investigations that informed federal, state, municipal and site remediation and redevelopment planning.
