Public policy law practice specializes on civil justice system reform, and is divided among legislative efforts, appellate litigation, and liability counseling. Responsibilities include:• Helping lead National Amicus Practice that files several dozen amicus curiae briefs each year on legal policy issues in federal and state appellate courts, including U.S. Supreme Court.• Developing white papers, testimony, legal and constitutional analyses, and other materials to support or oppose federal and state legislation and regulations.• Advising Fortune 100 companies on tort law issues and liability prevention.• Engaging with policy-setting organizations to develop model legislation or recommended reforms. • Assisting in development of proposed amendments to federal and state court rules.• Working with business groups and trade associations to develop legal reform initiatives.• Presenting civil justice reform issues to judges and policymakers at judicial education programs. • Researching areas of abuse in civil justice system to produce original reports and studies. • Authoring and ghostwriting articles, reports, and other scholarship on emerging legal policy issues. Notable Accomplishments• Author of more than 75 legal publications, including more than 30 law review articles.• Author of several major research reports, including report analyzing large verdicts in personal injury and wrongful death cases over a ten-year study period that was cited in a 2023 U.S. Supreme Court opinion. • Testified as subject matter expert on more than 30 state bills. • Drafted Congressional testimony and prepared witnesses on topics such as arbitration agreements and mass tort litigation abuse.• Lead author and production manager of “Last Resort Alert” distributed throughout civil justice community since 2011 to inform stakeholders of key pending and decided state high court cases.

Advised elderly clients facing potential home foreclosure and researched other tax issues, including deficiency procedures, tax challenges, and trust options, for AARP’s real property tax practice group.
