• Served as the lead policy staff responsible for aviation and transportation, emerging threats and technology (to include artificial intelligence and unmanned aircraft systems), data governance and biometrics, law enforcement and homeland defense, the Department of Homeland Security (DHS) management and executive secretary components, and evaluating the DHS Budget Request• Drafted, negotiated, and managed S. 2836, the Preventing Emerging Threats Act, the Chairman’s priority legislation relating to countering unmanned aircraft systems. The effort included speaking at Hogan Lovell’s Domestic Drone Security Series, preparing a congressional hearing discussing the legislation titled, “S. 2836, the Preventing Emerging Threats Act of 2018: Countering Malicious Drones,” and successfully negotiating the legislation to be included in The FAA Reauthorization Act of 2018 (P.L. 115-254)• Responsible for leading, negotiating, and managing 15 pieces of legislation through the legislative process, including most recently S. 4133, the REAL ID Modernization Act, and negotiating numerous legislative provisions through the National Defense Authorization Act and appropriations processes.• Coordinated routinely with federal agencies such as the Transportation Security Administration (TSA), Federal Aviation Administration (FAA), and the Office of Management and Budget (OMB), and meet with constituents and industry stakeholders on behalf of the Chairman and committee members• Responsible for identifying and executing oversight activities of DHS, including advising the Chairman on policy, selecting hearing and briefing topics, and vetting nominations through the Senate process. Most recent examples include hearings titled, “Oversight of DHS Personnel Deployments to Recent Protests” and the nomination of Chad F. Wolf to be Secretary for Homeland Security
