Program Analyst - Water Resources
CurrentI review NRCS, U.S. Army Corps of Engineers, and LA Coastal Protection and Restoration Authority (CPRA) reports to monitor expenditures and budgetary status of the programs for the state. I balance program activities and expenditures and resolve discrepancies. I work with the financial management staff on identifying problems and offer recommendations. I initiate reports and correspondence for use and review by the ASTC Water Resources to be used for program budgets and expenditures, cost share-agreements, and escrow letters.I am responsible for requesting obligations of funds through Military Interdepartmental Purchase Request (MIPR) to ensure timely funding of projects. I prepare MIPR for signature by the State Conservationist. I then route the MIPR through FPAC Grants & Agreements and the NRCS Accounts Receivable Tracker.I retrieve and work with comprehensive and detailed reports on the financial management activities of the programs which assist the ASTC Water Resources and the NRCS Water Resources program staff in Louisiana in determining and documenting program performance measurements and program standards used for quality assurance.I establish and maintain appropriate program codes in the Financial Management Modernization Initiative (FMMI) for fund tracking in WebTA. I maintain technical assistance (TA) budget reports for the various programs, analyze financial reports, and provides current status reports of TA funds used and available to ASTC Water Resources for managing the Water Resources program funds statewide. I manage and track all funding, financial obligations, expenditures, grants and agreements, schedules, and milestones for all NRCS sponsored CWPPRA projects.
