The Learning Program Manager (LPM) for Basic Engineering Diver, Advanced Underwater Construction Technician and Marine Engineering assigned to Center for Seabees and Facilities Engineering (CSFE). Responsible for the day-to-day oversight of the Seabee Diver and Chemical, Biological and Radiological defense area to coordinate and manage the development and maintenance of curricula and to ensure schedules and standards are met. First Class Divers of Underwater Construction Teams supervise all diving operations utilizing air in United States Navy (USN) diving apparatus, and supervise the test, repair, and maintenance of all USN Diving equipment, systems, and support equipment to include recompression chambers. They supervise underwater harbor, port, and waterfront facilities including security inspections. Additional duties include supervising light salvage, expeditionary operations, supervising underwater cutting and welding, demolition operations, and small boat operations. First Class Divers are able to diagnose and administer treatment of diving and non-diving related injuries and they train USN Department of Defense (DOD) military and other personnel in diving procedures, equipment, and systems.

Advanced Leaders are Sailors assigned the leadership roles and responsibilities for the planning and execution of divisional or departmental functions. They are responsible for the growth, development, administration, supervision and training of personnel. Provide daily direction of division or department personnel through communication of work requirements, coordinate departmental level work schedules and provide technical expertise. Monitor resources, policies, and programs; provide guidance; counsel subordinates; prioritize work efforts and assist the division officer in the development of policies.

The Embark Chief prepares supplies and equipment for embarkation and performs various Force Deployment Planning and Execution functions to support the movement of personnel, supplies, and equipment via all modes of transportation using commercial and military assets. The Embarkation Chief is trained to prepare aircraft and ship load plans that meet organizational requirements. They assist with the preparation, planning, and execution of strategic mobility plans in accordance with the Time Phased Force Deployment Data (TPFDD) used to deploy and sustain forward deployed forces. They compile and maintain logistics support data, compute combat logistics support requirements, and coordinate combat logistics functions in support of UCT operations and deployments. Embark Chief is assigned upon Selection to E7.

Underwater Construction Technicians dive and perform underwater construction operations using approved diving apparatus, diving systems, underwater tools, equipment, materials and techniques. Perform underwater tasks such as underwater excavation, cutting and welding, concrete forming and placement, cable and pipeline installation, sea floor surveying, component assembly and emplacement, system testing, material condition inspection, and explosive demolition operations. Performs rigging, marlinspike seamanship and small boat handling. Test, repair, and adjust all diving equipment and systems. Dresses and tend divers. Employ the principles and techniques of foremanship on underwater inspection, repair, construction and demolition projects. Estimate the material, manpower and supervise the execution of underwater projects. Supervise diving and demolition operations as designated by the Commanding Officer. Understand the laws of diving physics and be able to recognize symptoms of decompression sickness and diving accidents and assist in their treatment.

Builders build and repair wood, metal, concrete and masonry structures. They perform rough and finished carpentry, install interior and exterior finishes, and perform paint and preservation. In addition, Builders build forms and mix, place, and finish concrete. They operate and maintain carpentry and cabinet making shops, build and repair waterfront structures, demolish existing structures and erect pre-engineered buildings and K-Spans. Builders estimate material and labor in order to execute construction projects, prepare progress reports and time records. When serving as project managers, Builders plan, staff, direct, and control multiple construction projects to include problem solving, planning, estimating, scheduling, cost control and personnel management ensuring compliance with drawings and specifications, code requirements, and contracts. They act as project supervisors and trainers for junior personnel, maintain individual combat readiness, and perform tasks required in combat and Humanitarian Assistance Disaster Recovery (HADR) operations.
