I was handpicked by the Collin County Sheriff to turn around the Child Exploitation Unit and Digital Forensic Lab in one of the largest counties in Texas; where I led computer forensic investigations, data recovery, and electronic discovery requests for the department using proprietary methodologies and cutting-edge forensic tools. I conducted forensic examination processes on a variety of media – including hard drives, thumb drives, memory cards, and cellular devices – creating detailed notes and developing forensic reports in support of criminal investigations and prosecutions. I was able to adapt to evolving industry trends by researching, assessing, approving and adopting new technologies in full compliance with established guidelines and Federal, State and County requirements.I designed forward-looking, agile and progressive SOPs, policies, processes, and professional development and training programs. I also served as Director for the ‘Child Abduction Response Team’ (CART) board of directors; maintaining CART awareness with law enforcement agencies and managing the ‘Archangel’ project; an educational program for the public set up to facilitate hosting and training classes for volunteer groups of up to 300 volunteers who will assist during CART deployments. Among my accomplishments, I have:➥ Turned around the Unit from an under-achieving department into a dynamic branch of the Sheriff's office with a $400K budget and a string of successful prosecutions.➥ Executed multiple multi-jurisdictional operations in partnership with local, State and Federal agencies.➥ Introduced advanced digital forensic technologies that reduced processing time by 60+% and increased caseload turnaround times by 50-60%.➥ Led 2 large-scale operations resulting in the arrest of 27 individuals for crimes against children.➥ Received the ‘Sheriff's Achievement’ Award (2019), the ‘Officer of the Year’ Nomination (2020), and the ‘Workhorse of the Year’ Nomination (2019).

I joined the Dallas Police Department in 2006, where I served as head of the ‘Internet Crimes Against Children’ North Texas Task Force; partnering with agencies across 112+ counties in North Texas to develop law enforcement units investigating cases of online sexual exploitation of children. I spearheaded planning and construction of the Dallas Police Department’s first ever, state-of-the-art digital forensics lab that centralized many of the processes that were being outsourced to the FBI; significantly reducing time to carryout investigations and leading to improved time-to-arrest rates. I worked with multiple vendors to install the latest software, hardware, equipment and training; leading to the department’s first ever digital examiners and reducing average turnaround times to collect arrestable evidence from 240-360 days down to under 30 days.I developed full-scope training programs; monitored the technology market to identify opportunities to introduce high-potential and disruptive technologies; oversaw large-scale operations in partnership with local, State and Federal agencies; and maintained a forensics and e-discovery chain of custody while creating detailed written reports. I also managed partner agencies across North Texas – each with their own policies, procedures and politics – to get buy-in and support for the ICAC Unit.Among my accomplishments, I have:➥ Achieved a 93.75% reduction in forensic completion turnaround times.➥ Nominated finalist for the ‘West Dallas Officer of the Year’ Award (2008) and the Johnny Sides ‘Rookie of the Year’ Award (2009).➥ Received 42 commendations and 2 Certificate of Meritorious Achievement Awards.
