• Provide oversight, management, and planning related to Vendor Management and grant portfolio management of the Community Development and Revitalization program area.• Develop solutions to organizational issues and concerns including changing strategies and plans to ensure accurate and efficient Vendor Management.• Review and evaluate business management practices as they relate to Vendor Management programs or operations, including invoicing, security, budgets, deadlines, and scope of work.• Advise leadership on Vendor Management through identifying priorities and defining scope, purpose, objectives, time frames, and resource requirements for requested activities.• Assign and oversee the work of others as it relates to requested work between the GLO and vendors. • Attain proficiency in technical record keeping systems utilized by the state to better prepare for Financial Audit. Utilize this knowledge to create and complete all applications, projects, project sites and budgets as required by CDR Management.

• Build and manage the primary relationship with the Supplier on behalf of Procurement• Understand Supplier’s organization (Supplier Executive chain of command)• Analyze IBM’s spend portfolio with the Supplier across all categories (analyze products / services purchased as needed)• Implement cadence of accountability, stressing importance of in-person meeting and quarterly reviews with assigned supplier.• Consult in resolving Supplier issues and act as the supplier point of contact for all relationship escalations.• Understand how to leverage deals and provide guidance to procurement team members• Support Business Managers and executive leadership by gathering comprehensive supplier information (including spend, supplier briefings, profiles etc.) across all IBM Business Units, Domains and categories relevant to the Supplier (especially at times of major negotiations)• Leverage data for insight, and monitor and act on global activities utilizing a suite of sourcing, cognitive and analytic tools (including Watson and cross-category spend and related reporting)• Understand key market forces and key legislation impacts along with market intelligence sources to gain deep understanding of supplier category and capabilities.• Evaluate and manage supply base to ensure minimal use of non-strategic suppliers, understanding reasons and addressing with Enterprise Strategic Suppliers to expand capabilities
