Hampton Roads District

Responsible for planning, design, construction and operation of interstate, primary, and secondary roads for the greater Hampton Roads area comprised of 4,124 square miles of Southeastern Virginia covering nine counties including the Eastern Shore.

Fort Eustis, Va

Assist in the development, planning and execution of the Army's annual Joint Warfighting Assessment (Army CoS’s capstone event for capability modernization and multinational interoperability assessment). Conduct analysis of current Army capability gaps and multinational interoperability gaps to determine optimal exercise construct and provide scope and detailed recommendations to senior TRADOC and DA leadership. Conduct planning in collaboration with DA staff, ARCIC, Joint Staff, other participating service HQs, multinational and other U.S. Governmental partner organizations. Ensure that exercise development and planning is consistent with Army modernization goals and supports partner assessment and training objectives.

Us Army Tradoc Hq, Fort Eustis, Va (Newport News, Va)

Duties and ResponsibilitiesManaged the integration of all Maneuver Support JCIDs capability (Engineers Branch, Chemical Branch, Military Police Branch and Explosive Ordinance) requirements document development, related studies, and Army wide capability assessments across the Army Training and Doctrine Enterprise. Coordinated Army level budgeting priorities for all Army Maneuver Support Material capabilities with the DA staff (G3 and G8). Supervised a 10 person team comprised of military, DA civilian and contract personnel. Worked to coordinate multiple stakeholder interests, acquisition community, user/warfighter community, test and evaluation community, requirements development community and resourcing community in support of delivering Maneuver Support capabilities to the force.Major Accomplishments- In coordination with the DA G8 and G3 helped build budget requirements, over three budget cycles, in support of all Army Maneuver Support units. - Led implementation within the Capabilities Development Directorate for the implementation of annual Army Warfighing Challenge analysis process to support DA budget prioritization. - Staffed and coordinate funding for over 40 JCIDs documents (CPD,CDD, DCR)- Led multi-disciplined teams in the development of requirements for the Army’s new armored engineer-fighting vehicle, engineer armored earthmover, armored security vehicle (MP Corps), and family of scatterable munitions systems. - Led the planning for two major Army level assessments to advance priorities for future capability development in combating WMD, and operating in subterranean environments.- Developed the requirement for and provided oversight for the execution of an Army level RAND study on advanced camouflage and concealment capabilities and needs assessment.

Greater St. Louis Area

Duties and ResponsibilitiesCommanded the St. Louis District of the Army Corps of Engineers. Provided leadership and direction to over 750 military and civilian employees providing water resource services to the 300 miles of the Mississippi River watershed above the Ohio River. Responsible for programming and executing an annual appropriation of approximately $500M in civil works water resources planning, design, construction, operations, real estate, and regulatory functions primarily within Illinois and Missouri and in support of the whole region. Maintained liaison with Congressional, Federal, state, and local officials interested in water resource solutions. Major Accomplishments- Led the development of regional capital project planning efforts in coordination with local, state and federal partners for the Middle Mississippi River region including: flood risk reduction, environmental restoration, navigation, water storage and recreation projects. - Provided leadership and oversight for the ongoing successful environmental remediation of former Manhattan project ore processing sites in the St. Louis Area- Provided leadership for the execution of a $300M annual construction program comprised of over 40 separate projects. Key projects included: East St. Louis levee rehabilitation, Middle Mississippi regulating works program (river dikes), Chesterfield, MO levee construction, 2011, and 2013 flood damage repair projects, St Louis Flood Wall, the execution ongoing Navigation and Environmental Sustainment Program funded projects (NESP), and national priorities such as emergency repairs to the Melvin Price and Granite City Locks.- Led emergency dredging, and rock removal efforts in coordination with the U.S. Coast during the drought of 2012. Extreme low water during this period threatened to shut down the river to navigation with progress monitored at the White House level. - Managed response and recovery efforts during two major regional flood events.

Norfolk, Virginia Area

Duties and ResponsibilitiesServed as engineer observer, trainer and subject matter expert providing crisis action planning support and engineering expertise to the combatant command’s assessment team, JTF and NATO combined staffs. Developed and recommended changes to Joint and Combined Engineer Doctrine. Responsible for providing joint trained engineer staffs to combatant commands, their components and task forces around the world. Also served as the senior engineer staff officer on the USJFCOM Joint Enabling Command team providing immediate specialized engineer support to deployed JTF staffs as required.Major Accomplishments- Developed (wrote DCR) and staffed for final Joint Staff level approval the Joint Engineer Operations Course - Worked through Joint Staff and Service Staffs to secure an immediate and long term funding plan. - Developed and presented lessons learned materials and briefings to senior officer and non-commissioned officer joint training courses (Pinnacle, Capstone, and Keystone Cources).- Developed training for and provided senior engineer observer training support to several Combatant Command Engineer Staff exercises (PACOM, USFK/CFC, SOUTHCOM, AFRICOM, and CENTCOM)- Provided senior joint engineer training support to a number of JTF staffs (before and during deployment) to include, 101st ABN DIV, 82nd ABN Div, III Corp, I Corp, and CJTF HOA. - Acted as the USJFCOM J7 team lead for the initial NATO certification exercise for the Afghan Army Staff.- Deployed to Haiti with the USJFCOM Joint Enabling Command as the deputy JTF Haiti Engineer providing staff management and oversight of all military engineer assets support rescue and recovery operations

Fort Campbell, Ky

Duties and ResponsibilitiesCommanded a 400 man Air Assault Special Troops Battalion in combat comprised of an organic MP platoon, Chemical Recon Platoon, Engineer Company, Military Intelligence Company, and Signal Company with the mission to rapidly deploy world wide in support of a modular Air Assault capable Regimental Combat Team. Responsibilities included planning, coordinating, resourcing, and directing all combat support operations (EN, MP, Chemical, MI, and Signal) in support of the regiment, managing a $420,000 annual budget, providing realistic and tough training, rigorous maintenance procedures and a healthy command climate. While deployed as the senior engineer in the regiment, acted as the tactical ground commander's representative for all reconstruction efforts within the brigades area of responsibility, including over $500M worth of infrastructure projects in the East, South East Metro Baghdad area.Major Accomplishments- Led a 400 man battalion in combat, supporting day to day combat operations of the regiment and assisting in the planning of major operations- Acted as the regiments lead for route clearance operations (Counter IED), reconstruction projects, and civil affairs engagement.- Planned and executed a division level priority to construct a barrier plan to disrupt spread of sectarian violence in East Baghdad. - In close coordination with USACE area construction office, helped develop project construction schedules, reviewed plans and specs, coordinated support from local government (city of Baghdad) and coordinated funding of projects as required. Types of projects included the following: new local sanitary sewer networks, new electrical distribution networks, road resurfacing, sanitary sewer trunk lines, potable water treatment plants, small package water treatment facilities, school renovations, and municipal building construction (clinics, fire stations, police stations).

Fort Monroe, Va

Duties and ResponsibilitiesServed as Chief, Infrastructure Branch in the Distributed Learning Division under the Army Training and Doctrine Commander’s Deputy Chief of Operations and Training, Training Development and Delivery Directorate (3 personnel). Worked as The Army Distributed Learning Program Integration Office executive agent for automation system infrastructure integration. Responsible for providing oversight and coordination for the requirements development process, assisting in the development and delivery of the Army’s objective automated system, the Army Training Information System, managing future training and doctrine development, individual and collective training and training resources. Served as the functional lead for the requirements development process for the Digital Deployable Training Campus.Major Accomplishments- Provided project management support for testing the Army's software scheduling system to manage institutional training course loads.- Acted as the directors representative on the ATIS configuration management board and assisting in the development of requirements for the Army's distance learning program to include courseware delivery, content management, and courseware standards.- Developed funding support and managed coordination of Digital Deployable Training Campus support for deployed units.

Baghdad, Iraq

Served as joint engineer planner for the Iraq Provisional Command U.S. Army Corps of Engineers. Coordinated and assisted in the reconstitution of critical Iraqi infrastructure in Baghdad and throughout Iraq. Specifically coordinated with the ministries of electricity, water resources, and the Baghdad city engineer’s office for the immediate restoration of power, water, and sewer functions and developed longer range plans for capital development projects to rebuild and restore long term civil infrastructure. Coordinated efforts with operational military units, US State Department (USAID), and the Coalition Provisional Authority Staff.

Fort Drum, Ny

Duties and ResponsibilitiesServed as the executive Officer for a 500-soldier combat engineer battalion organic to the 10th Mountain Division (Light Infantry), part of the XVIII Airborne Corps and the U.S. Army’s rapid deployment force. Responsible for directing and synchronizing all staff activities. Supervises administrative, personnel, logistics, information technology, and maintenance operations (50 personnel). Assisted the commander in implementing programs to enhance readiness, managing and annual budget in excess of $1.2M and maintaining over 230 vehicles. Maintained liaison with division and installation support agencies and staffs. Trained soldiers, grows leaders, and cares for families. As the Division Rear Engineer, advises the Division Engineer and Assistant Division Commander for Support on all aspects of engineer operations. Served as the acting battalion commander in his absence. Major Accomplishments- Simultaneously managed the deployment and redeployment of battalion personnel and equipment in support of operations in the Balkans, Iraq and Afghanistan.- Revised battalion maintenance procedures greatly increasing the battalion equipment readiness posture.- Reviewed and provided oversight for small-scale troop construction projects, mainly unimproved road maintenance in Fort Drum training areas

Buffalo/Niagara, New York Area

Duties and ResponsibilitiesDeputy Commander of the Buffalo Engineer District with 300 Department of Army personnel and a $90M annual program of design, construction and operation of water resources and environmental projects in a three state, 35,000 sq mile area. Serves as executive officer supervising and providing priorities and guidance for the District support elements (80 personnel). Supports development and maintenance of 28 harbors, radiological waste clean up at former DOD sites, flood and emergency disaster planning and operations, regulation of Federal waterways and wetlands, and Army mobilization efforts. Directly supervises the Contracting, Equal Opportunity Employment, Resource Management, Human Resources, Information Management, Internal Review, Legal, Logistics Management, Public Affairs, Safety and Executive Offices. Serves as the Chief of Staff for a USACE District Installation.Major Accomplishments-Reviewed plans and schedule for the complete furniture renovation of two office buildings and developed implementation plan. -Developed revised space allocation plan to lower headquarters facility operating costs. -Streamlined the district annual operating budget development process and lowered the overall operating costs and overall overhead cost burden to projects operating budget -Acted on behalf of the District Commander for engagements with Federal Agencies, State and local officials on several nationally ignificant environmental restoration projects, including the Lindy industrial site, Buffalo NY, Niagara Falls NY Rad Waste Disposal Facility, and NASA reactor decommissioning project, Plumbrook, OH.
