• Implemented and provided design assistance for a data mart solution associated with JPMorgan’s Federal Banking standards group which included tracking cash liquidity across over 40 currencies and multiple payment systems to demonstrate the banks liquidity position down to the minute.• Implemented successful online WIC (Women, Infants, and Children) systems for three WIC programs including the State of Nevada, ITCN (Inter Tribal Council of Nevada) and the Chickasaw Nation. Lead Business Systems Analyst and Technical subject matter expert for project team of 30 which includes business analysts, JAVA, ORACLE, and HP/Tandem COBOL developers, and testing specialists. • Lead Business Systems Analyst for multiple Electronic Benefit Transfer (EBT) implementations. This included business requirements and business rules documentation, development of user interface and functional design specifications as well as use cases for complex processing. • Implemented one of the first successful integrated retailer WIC online debit card applications in the United States (October 2010). Certified solution with Walmart, Kroger, and several other national grocer systems. Developed ISO 8583 /ANSI compliant X9 WIC Retailer specification.• Business and Technical System Lead for two highly successful Supplemental Nutrition Assistance Program (SNAP) Electronic Benefit System (EBT) implementations for the State of Tennessee (2007) as well as the Commonwealth of Kentucky (2004) including design, build, test, conversion, and implementation project phases. Conversions exceeded over 1.2 million accounts and over $30 million in benefits.

Architected and configured financial processing comprised of over 300 programs to pay and report on over 1.5 million transactions weekly. All accounts were balanced and variations identified for over two years of processing.• Project Lead for successful financial system redesign to install dynamic cash allocation and balance forward billing.
