Started in law as a solicitor in private practice, in Sydney Australia.Went to Australian Taxation Office and worked there as a senior legislation instructing officer for 16 years, then as a Senior Tax Counsel working on highest priority technical issues for 12 years, as Assistant Commissioner for 24 years.This included being team member in drafting of Australia's Petroleum Resource Rent Tax 1986, then in charge of PRRT administration essentially until 2012. Also included secondment to Australia's Treasury as a Branch head (Assistant Secretary) in Tax Policy, work on the A New Tax System project, and team leader in the Secretariat for the Review of Business Taxation. Led team rewriting the capital allowance system in Australia's tax laws, implementing Review of Business Taxation recommendations. While with the Australian Taxation Office, did some missions for the World Bank and for the IMF, essentially about tax administration (particularly in mining and petroleum).Since early retirement from Australian Taxation Office, have been working as a consultant in tax administration, public administration, revenue policy, mining and petroleum policy and administration, and law design and drafting for a number of countries. Such projects are usually part of larger projects supported by international aid funding or by IMF or World Bank.
