Extremely familiar with contract review in both preventative and disputed contexts as a result of extensive litigation experience concerning common and unique issues arising out of matters. Head attorney on a variety of client issues, and thus charged with timely management and oversight of a multitude of different practice areas.As one of the primary city attorneys for the City of Floresville, Texas I was responsible for drafting a variety of resolutions and ordinances, drafting and overseeing RFPs for City contracts, drafting and enforcing personnel policies, reviewing and implementing annexation plans, attending City Council meetings as legal counsel, meeting with City Staff on planning and zoning issues, working to foster economic development, providing legal advice on setting a tax rate and forming a budget, and representing the City in litigation. I was also the lead oil and gas attorney for the firm. This responsibility encompassed negotiating lease agreements, real estate transactions, and litigation concerning client matters. I was the primary attorney involved in reviewing deeds and title opinions to determine mineral interests for clients and litigation to enforce client rights regarding mineral interests, including: intra-family interest disputes, adverse possession of surface and non-severed minerals, and pursuit of remedies against grantors/grantees, title companies, realtors, and others when there are resultant conveyance errors negatively affecting client position.I also worked with diverse business and public entities, including water supply corporations, special utility districts, emergency service districts, and other political subdivisions, to provide legal counsel for each organization. Duties included the drafting and review of a variety of contracts (service provider agreements, real estate contracts, etc.), employment matters, working with federal and state regulatory agencies to obtain necessary approvals, attending Board meetings to provide legal counsel, handling negotiations, and responding to a variety of other legal questions.

Tasked with maintaining familiarity with issues of import to the Congressman, District, and matters relating to his position on the House Energy and Commerce Committee, Subcommittee on Health, Subcommittee on Commerce, Manufacturing, and Trade, and Subcommittee on Energy and Power. Involved in the federal legislative process to address individual constituent and district-wide concerns. This duty ranges from research on legislation to the drafting of private bills to seek individual redress through legislation, i.e.: H.R. 2843 in the 112th Congress seeking immigration relief for a constituent. Work with federal administrative agencies to ensure the practical implementation of federal law for district issues relating to: the Environmental Protection Agency; immigration matters with USCIS, DHS and State Dept.; Department of Energy; etc. Handle an individual caseload of 50+ cases for constituents that entails sorting through an individual’s narrative to extract pertinent facts and determine if a valid cause of action exists, working with various federal administrative agencies to find solutions, and obtaining a satisfactory result. Also responsible for maintaining a functioning technical environment, including configuration and troubleshooting of a secure network, mobile devices, and database management software.
