Spearheaded the inclusion of activity based costing into the program to allow quantifiable cost assessments and decisions. Championed consensus up to the three star Admiral ranks across all Fleet and Type Commands for training requirements and processes outlined in the Fleet Training Strategy which he authored.

 Led a 50 person Navy/Coast Guard team of officer and enlisted trainers and assessors in preparing and validating deployment readiness for US Navy ships and USCG Cutters. The Search and Rescue annual recertification earned the highest possible category of outstanding and this high risk program incurred zero safety mishaps over three years.

 Ranked #1 of 23 Lieutenant Commanders for three consecutive fitness reports over a two year period . Meticulous processes enacted to train and certify inport damage control teams allowing the duty rotation to safely increase from six to eight days, thereby greatly improving quality of life for Sailors and families.  During shipboard emergency drills, directly led over 600 shipboard damage control personnel across ten repair lockers while synchronizing efforts with aviation, medical, engineering, navigation and weapons training teams.  Efficiently and safely directed damage control efforts while responding to over a dozen actual major fuel oil leaks during a six month deployment to the Arabian Gulf, allowing offensive operations to continue as scheduled.  Directly responsible for the safety of the aircraft carrier and its crew of over 5000 personnel for all damage control matters including flooding and fire, as well as responses to chemical, biological and nuclear attacks.

 Selected as 1997 Company Officer of the Year from 36 potential candidates. Led academic, professional, and physical development of 375 Midshipmen. Qualified and served as Officer in Tactical Command of Yard Patrol Craft Squadrons during summer cruises. Instructor of Ethics, Leadership, Surface Warfare, Navigation and General Military Training.  Oversaw operations of a battalion of 750 Midshipman, six Company Officers, and six Senior Enlisted Advisors.
