• Conducts annual inventory and inspection of company's and clients'​ facilities and infrastructure across the Philippines and subsequently identifies projects necessary for maintenance, repair, improvement, sustainment, modernization and/or replacement for approval of the top level management or clients;• Prepares comprehensive structural assessment of facility components including but not limited to foundations, superstructures, exterior enclosures, roofing, interior construction, stairs and interior finishes in accordance with the Performance Work Statement (PWS) or as directed by the clients and/or Program Manager;• Identifies and ranks the structural needs of the facilities and infrastructure, and develops technical recommendations essential in establishing three Maintenance Programs - Maintenance Execution Plan (0-1 Year horizon), Maintenance Action Plan (1-3 Year Horizon) and Long Range Maintenance Plan (5-above Year Horizon);• Carries out structural analysis, design, planning and research of project components and systems to achieve design goals in conformance with the DoD Unified Facilities Criteria (UFC), EM 385-1-1, OSHA and all other applicable guidelines and standards;• Provides detailed structural and civil work details, and reviews complete technical drawings and specifications before submission to upper management for approval;• Develops Statement of Work (SOW), Rough-Order of Magnitude (ROM), Bill of Materials (BOM), Structural Plans and Construction Schedule/Timeline for various proposed projects for approval of the Program Manager and clients;• Supervises and manages projects, and develops detailed structural punch list of notable project deficiencies during the implementation phase and before turnover/acceptance; and• Performs technical evaluation of subcontractors'​ project proposals during the procurement phase and assesses subcontractors' materials for technical acceptability before acceptance for use in the project.

• Performs site inspection in schools, communities and government institutions for data gathering and planning of proposed infrastructure projects;• Prepares structural analysis and design of myriad government projects – vertical and horizontal structures;• Prepares structural details, design, specifications, construction schedule, quantity take-offs and costing of projects.• Checks structural drawings CAD-operated by the office architects and draftspersons for correctness and accuracy of details;• Supervises five civil engineers under the Community Employment, Livelihood and Support Outreach (CELSO) Program;• Conducts quality assurance project inspection with the local government’s Internal Audit Unit;• Provides technical consultation with Field Engineers relative to material specifications, engineering methodologies and construction challenges in the project site;• Analyses technical issues and provides systematic and effective solutions in conformity with the approved structural and quality requirements;• Performs in-depth structural assessment of contractors’ projects identified with deficiencies and subsequently submits and/or presents findings and recommendations to the Department Head and the Local Chief Executive;• Assists Construction Engineers in the preparation of Variation Work Orders – Change Order and Extra Work Order;• Represents the Division Chief, upon his directive, in the Pre-Bidding Conference and project defense with the City Mayor and other concerned entities;• Coordinates with other departments in developing flagship projects of the administration and proffers technical knowledge and recommendations on engineering aspects;• Represents the Office of the City Engineer in the community-based efforts of the Early Childhood Care and Development (ECCD) Program to plan out and execute quality projects; and• Monitors and submits weekly status updates of the infrastructure projects in the planning and implementation stages.

• Prepares technical and financial proposals for small-scale and major projects for bidding;• Monitors, analyses, and presents comprehensive weekly project expenditure reports to the Executive President.• Conducts site condition inspection togeher with the Executive President, performs in-depth structural assessment of proposed projects and provides technical inputs for advance planning studies for the project;• Closely coordinates with the company draftsman or CAD operator in the preparation of technical project plans, and checks the complete set of technical drawings before the Executive President's approval;• Prepares Bill of Quantities (BOQ), cost estimate, construction schedule, PERT CPM, S-curve, construction methodologies, manpower levelling, equipment utilization schedule and safety requirements for projects;• Assists Construction Engineers in closely monitoring and supervising project implementation in accordance with the approved Plans and specifications, and provides technical recommendations to resolve critical project-related issues at the job site;• Supervises sub-contracted geodetic engineer and surveying team in establishing road and lot boundaries in Subdivision projects;• Attends as company’s representative to project pre-bidding conferences initiated by Procuring Entities and verifies resolution in cases of disparities in the approved Plans, specifications and tender documents;• Assists in the preparation of voluminous requirements for company license renewal with the Philippine Contractors Accreditation Board (PCAB) and the Department of Trade and Industry (DTI);• Functions as designated Editor of Executive President’s speeches, letters, E-mails and other pertinent outgoing documents; and• Assists, checks and reviews project accomplishment reports, deficiency reports and other forms of reports and correspondence by Construction and Office Engineers before formally transmitting to the Executive President or Corporate Chairman.
