•Directs 115 professional and technical employees (Department of Defense civilians and defense contractors); responsible for all program management activities and contract processes that support the Army Acquisition Executive’s policy of providing superior non standard ammunition (NSA) and non-standard mortar weapon systems (NS MWS) to the armed forces of Iraq, Afghanistan, Yemen, Philippines, Chad, Uganda, Libya, other foreign militaries, and to US training, survivability, and exploitation sites. •Annually supervises the contract actions, production and lifecycle management of $100M - $210M NSA/NS MWS, which are generally new production, “Soviet/Eastern Bloc” items such as: AK rifle and PKM machine gun rounds, rocket propelled grenades, anti-tank missiles, 57mm attack helicopter rockets, 73mm recoilless rifle ammunition, D30 howitzer and T-series tank rounds, BM-21 rockets, and 82mm mortar weapon systems. •Coordinates directly with: Joint and Coalition senior staff to define their NSA/NS MWS requirements, secure correct appropriations, and develop foreign military sales (FMS) strategies; Army Contracting Commands and defense firms to solicit, evaluate proposals, and award purchase orders; and with US departments and foreign governments to synchronize item delivery to peaceful and hostile locations.•Overall ensures through detailed program management, contracting and test activities that the NSA/NS MWS items supplied give our allies and Soldiers overmatch capabilities against insurgent elements, which allows the US to reduce its presence in these contested areas. Additionally, these weapon systems are critical in developing superior US detection capabilities and defensive measures for US vehicles, anti-missile systems and soldier protective ensemble (body armor, helmets, and blast resistant eyewear), which increases the US Army’s combat power and our service members’ survivability rate.

•Led 74 Army officers, civilians, and defense contractors to rapidly develop, test, place on contract, produce, and field advanced individual weapon systems to ensure continued US weapon supremacy throughout the 21st Century.•Directly experienced each weapon lifecycle phase by overseeing nine production and seven research programs totaling $200M annually in development, procurement, and sustainment costs and $2.5B in Future Years Defense Program (FYDP) budget. •Developed and/or improved and then fielded the: XM25 Counter Defilade Target Engagement System, M320 grenade launcher, M26 shotgun, M14 Enhanced Battle Rifle, three sniper systems (XM2010, M107, and M110), and associated optics, fire controls, suppressors, and ammunition. Executed one combat deployment that trained 70 snipers and 100 Soldiers to integrate the capabilities of the newest sniper system (XM2010) with current sensors, optics, and information systems to better detect and eliminate threats around base camps and during missions.•Established the Acquisition Strategies and Requirement Documents for the $500M XM25 program and the $1.1B Individual Carbine (IC) program to replace the M4; staffed and briefed these documents through the Department of the Army and Joint Requirements Oversight Council; personally briefed 3-Star General Officers and the Army Acquisition Executive on these programs, secured crucial resources; initiated XM25 Engineering and Manufacturing Development phase; and initiated the Army’s IC competition. These efforts benefited the Army by requiring innovative weapon designs coupled to smart technology at the Soldier level.•Drafted the strategy, briefed Army leadership, secured vital resources, and initiated the $700M, multi-year, M4 Product Improvement Plan to improve the M4 carbine system for our Soldiers until the advent of the IC.

•Supervised classified programs to defeat Improvised Explosive Devices (IEDs) in Iraq and Afghanistan. •Completed five combat deployments to field $320M of counter IED systems and Mine Resistant Armor Protected (MRAP) vehicles to Special Forces teams that considerably reduced US casualties in theater.

Fort Bragg, Nc

•Executed four combat deployments as USASOC's Head Contingency Contracting Officer ($10M warrant) and committed $42M to improve Special Forces base defenses, increase coalition living conditions, and augment security by arming, paying and training local Iraqi & Afghan forces. Procured Emergency Response Systems (hardware, optics, and software), delivered items to theater, installed them throughout multiple operational bases and integrated Special Forces Reaction teams to best utilize these assets.•Rebuilt war torn infrastructure (bridges, roadways, schools, irrigation networks - totaling $315M), which increased local employment, created rapport with US forces, and reduced crime & militia attacks in sector.•Implemented $750K “informant network” that reduced enemy weapon effectiveness and captured high value Iraqi personnel targets. Informants disclosed shoulder fired anti-aircraft missile caches, improvised explosive device (IED) manufacturing and emplacement sites, and helped capture General Kamal Mustafa (#10 on Iraq Most Wanted List).
