serves as a liaison at the US Army and FLW MSCoE Chemical Regiment with emphasis in Homeland Defense/Civil Support Enterprise with responsibility for coordinating Chemical, Biological, Radiological, and Nuclear (CBRN) Consequence Management resources for doctrine, organization, training, materiel, leadership and education, personnel and facilities (DOTMLPF) products and services of the MSCoE in support of the Global War on Terrorism (GWOT). Works under the general supervision of the Command Staff to support program strategies to accomplish the organization’s mission. Maintains liaison with Higher Headquarters (i.e. Joint Staff, DoD, DA), federal agencies (i.e. DHS, FEMA, DTRA), and other Civilian Emergency Responder Agencies (i.e. SEMA, IFSAC, POST), to ensure compliance with International and National Standards, DoD, and Foreign Armed Services policies for domestic and foreign emergency response. In the absence of the Director and Technical Director, represents the MSCoE at CAC, TRADOC, and at other commands and government agencies on key Homeland Security (HS), Homeland Defense (HD), and Civil Support (CS) issues.

Serves as a Hazardous Materials Response Supervisor in the Defense Support of Civil Authorities Section. Senior advisor is the civil support advisor to the section, branch chief or Commander as well as local First Responders and Federal Agencies. Participates in the conduct, development, and production of both deliberate and crisis action planning in the homeland defense and civil support mission set with knowledge of the Military Decision Making Process (MDMP), Joint Operation Planning Process (JOPP), Joint Doctrine on Homeland Defense and Civil Support, and the processes by which cells, groups, and staffs conduct the planning process. Joint operation planning employs an integrated process entailing similar policies and procedures, providing for orderly and coordinated problem solving and decision making. Coordinates for the evaluation of assigned team-led planning efforts the Homeland Defense and Civil Support Contingency Plans, Functional Plans, Operations Plans, Concepts of Employment, Planning Orders and associated Planning Directives. Work involves participation with joint forces, combined operations and interagency organizations in support of homeland defense and civil support to develop exercises, contingencies and operations orders. Incumbent is responsible to ensure plans and orders are fully coordinated prior to publication. Contributes to the planning and execution of support to a wide-range of Homeland Defense and Civil Support missions. Support includes contributions to Homeland Defense missions, planning for and conduct of special events (including National Security Special Events) and CST response to natural and manmade disasters (such as hurricanes, earthquakes, and chemical or radiological contamination). Implements deliberate and crisis action plans to provide States support for these missions.
