Advise and brief the Mayor, City Council, Board of Estimates, and agencies regarding the MBE/WBE program. Supervisory duties include: employee hiring, training, evaluation, assignment, and review of work. MWBOO is responsible for the Certification of Minority Business Enterprises and Women's Business Enterprises, maintaining a directory of certified business enterprises, investigating alleged violations of Article 5, Subtitle 28, certifying compliance with Article 5, Subtitle 28 of the City Code before contracts are submitted to the Board of Estimates for award, release and retainage compliance investigations, setting MBE and WBE participation goals on contracts, and establishing certain annual goals for MBE and WBE participation.

Manage a complex civil litigation docket on behalf of Baltimore County and its various agencies in U.S. District Court, Circuit Courts of Maryland, and Court of Special Appeals, including: cases alleging § 1983 civil rights violations for wrongful death, excessive force, wrongful arrest, illegal search and seizure, failure to train, negligent hiring and retention; 8th Amendment deprivation of incarcerated individual’s rights; contract disputes; class actions; employee grievances; assist in claim evaluation; advise and serve as co-counsel on matters with junior attorneys on Federal cases.

I managed a civil litigation docket on behalf of the BPD and Commissioner Harrison in District, Circuit Courts of Maryland, and U.S. District Court, including: cases alleging § 1983 civil rights violations for excessive force, wrongful arrest, illegal search and seizure, retaliation, failure to train, negligent hiring and retention; provided advice on responses to Maryland Public Information Act requests and litigated Circuit Court judicial reviews regarding denials and withholdings; handled the Overbey litigation concerning the City’s non-disparagement clause following remand; cases alleging discrimination in violation of Title VII of the Civil Rights Act of 1964; attended EEOC fact finding conferences on behalf of BPD; guided, mentored, and served as co-counsel on matters with junior attorneys. Additionally, oversaw discovery and document production in all thirty-four cases alleging constitutional deprivations by members of the BPD Gun Trace Task Force. I continued the opioid litigation with the Affirmative Litigation Practice Group and litigated several ongoing Litigation Practice Group cases on behalf of the Mayor and City Council of Baltimore in actions alleging nuisance and negligence for the maintenance of City properties and footways.

Managed a civil litigation docket on behalf of the Mayor, City Council of Baltimore, and the various City agencies in the District, Circuit Courts of Maryland, Court of Special Appeals, and U.S. District Court, including: §1983 civil rights litigation; contracts; class actions; municipal zoning; general tort litigation alleging Maryland Declaration of Rights violations, false arrest, malicious prosecution, wrongful death, mass torts, such as the 26th Street collapse, motor torts, and appeals. Additionally, oversaw and ensured BPD’s compliance with the ‘no zero tolerance policing’ settlement agreement and audit; §1983 video-taping of police activity litigation; Maryland Declaration of Rights police-involved fatal shooting litigation; and oversaw and coordinated the document production to the U.S. Department of Justice during their civil rights investigation of the BPD.

Manage a civil litigation docket on behalf of the Baltimore Police Department and Police Commissioner averaging over seventy matters in the District, Circuit Courts of Maryland, and U.S. District Court, including: §1983 litigation, judicial reviews, prosecute officers in disciplinary trial boards for violations of departmental policies, defend against show cause petitions, oversee and ensure compliance with the ‘no zero tolerance policing’ audit pursuant to a federal settlement agreement; prosecute all civil citations issued by officers on behalf of Baltimore City; respond annually to over eight hundred civil, juvenile, and criminal subpoenas, including drafting and arguing motions to quash and for protective orders; work in conjunction with the Assistant State’s Attorneys and Police Integrity Unit; respond annually to over seven hundred Maryland Public Information Act requests; assign and supervise the work of the Assistant to Legal Affairs and Command Investigation Division Detective; evaluate and supervise student interns; conduct legal research; and provide general advice and counsel to the Police Commissioner, Directors of the laboratory, human resources, public affairs, central records, communications, command staff, and members of the department.

Responded to Maryland Public Information Act requests from citizens, attorneys, and members of the media on behalf of the Mayor, City Council, and various agencies of Baltimore City; conducted legal review of records pertaining to all aspects of city operations prior to release; monitored and tracked thousands of dollars in fees received to cover the search, preparation, and copying of records; communicated with the media; provided advice and counsel to Agency Directors, the City Solicitor, Public Relations and Communications Officers; responded to civil and criminal subpoenas; represented the Health Department in Circuit Court guardianship proceedings; researched the impacts of state legislation; and authored responses to the Open Meetings Compliance Board.

Baltimore City Law Department. Worked in conjunction with the Chief of Litigation and Assistant City Solicitor on Department of Justice litigation concerning the zoning code of Baltimore City’s compliance with the Americans with Disabilities Act and Fair Housing Act; researched statutes and case law; compiled privilege logs; indexed discovery materials; reviewed documents for privilege, City Council bill files; communicated with the Office of Problem Solving Courts, Alcohol and Drug Abuse Administration, Office of Communications and Public Affairs for the Maryland Judiciary and Drug Treatment Court Coordinators for District and Circuit Courts to compile relevant information and statistics.

Project leader on discovery phase in energy plant construction litigation; reviewed documents for privilege; indexed documents; and in conjunction with Denver firm’s lead paralegal ensured that all materials were reviewed for privilege per protocol.
