Provided DoD operational test and evaluation design and management expertise to USAF Air Combat Command’s (ACC) fighter test division at Nellis AFB, Nevada. Responsible for the successful execution of fighter capability-based testing with specific focus on sustainment, reliability, and availability through the following key duties:-Authored recommendations to executive levels of USAF leadership regarding the fielding of the latest fighter aircraft capabilities and emerging technologies after exhaustive operational test and evaluation methodologies. In addition, executed the data driven evaluation of associated support equipment, special tools, and training of the maintenance/sustainment workforce. -Applied Industrial Engineering Techniques to develop novel strategies to properly evaluate the latest in aircraft innovation in real time, to include both peacetime and contested environments. Techniques included: operations research, statistical modeling, motion, productivity and safety studies, throughput and engineering economic analysis.-Oversaw the development of tactics, techniques, and procedures for systems under evaluation using established experimental design, statistical analysis, and optimization strategies like DMAIC, Lean, Six Sigma and Theory of Constraints.-Provided technical, scientific, and statistical recommendations to Director and squadron Commander prior to distribution or incorporation, enabling “stamp of approval”.
