Effectively serve as the gate keeper for the AFMC Mission Support Panel, maintaining a command-wide corporate perspective, ensuring effective communication and collaborations as it relates to headquarters (HQ) programmatic requirements. Primary responsibilities included, but not limited to:• Command expert regarding Air Force and Space Force Planning, Programming, Budgeting and Execution (PPBE) process and the development of the Program Objectives Memoranda (POM), Budget Estimate Review, and Execution Plans• Serve as the primary advocate and advisor for topics within the Mission Support portfolio (Base Operations Support (BOS) and Quality of Life (QoL), making transparent management and resource recommendations within my authority, and present corporate positions to the AFMC Group/Board/Council for decisions.Additional responsibilities include:• Manage a team of eight resourcing personnel, comprised of both senior civilian and military personnel from across the command.• Serve as the Command’s expert related to Base Operations Support (BOS) and Quality of Life (QoL) investments at both the Air Force and Space Force installations• Support of all PPBE related activities to include, but not limited to: briefing of Air Staff Program Element Monitor (PEM) Parades, advocating for resources, providing requirements expertise for both pay and non-pay funding decisions.• Serve as the primary advisor to AFMC HQs 2-Letter organizations, AFIMSC HQs, Primary Subordinate Units, and AFMC Air Base Wings, regarding the development and submission of their annual programmatic requirements.• Lead the joint Air Force / Space Force Base Operations Support resourcing working group.• Manage the execution, submission, and oversight of the annual PPBE deliverables• Provide best military advice regarding how appropriated funds should be distributed in support of annual “Execution Plan.”• Participate in the development and implementation of the Organization’s long-term strategy

Successfully managed all aspects of the multi-billion dollar United States (US) Department of Defense (DoD) European Deterrence Initiative (EDI) intended to advance USEUCOM’s theater posture (forces, footprint, and agreements) in response to the new European security environment. Primary responsibilities included, but not limited to:• The development, defense and execution of multiple prioritized budget requests ranging from $789 million to $6.5 billion in force presence, military construction and equipment. • Successfully advance the United States DoD’s mid-to-long term force laydown throughout Europe through the development of numerous strategic and short/long-term planning documents.• Act as a both a service delivery manager and liaison between the operations department (requirement generators) and the suppliers (technical experts). Additional responsibilities include:• Serve as the chair of the DoD’s EDI management group, which is comprised of individuals from across the DoD and interagency• Author of the DOD’s “EDI Justification Book” provided annually to the United States Congress (https://comptroller.defense.gov/Portals/45/Documents/defbudget/fy2019/fy2019_EDI_JBook.pdf)• Defining and analyzing requirements, planning the implementation, measuring the effectiveness and seeking options to improve in the future• Work with operators and supplies to determine the effectiveness of the program• Responsible for identifying and resolving and issues associated with the program• Engage with Defense Department leadership, members of Congress, and members of the press/media on various issues and topics related to theater posture• Serve as a Department of Defense force laydown subject mater expert• Annually lead the successful planning and execution of force posture focused conferences• Develop, implement, and manage EUCOM’s organic First Responder Cell intended to provide a quick response team in the event of a medical emergency
