Serve as a Management and Program Analyst for the Chemical Facility Anti-Terrorism Standards Program (CFATS). Demonstrates subject matter expertise in chemical facility operations, physical security, cybersecurity, compliance programs, compliance regulations, or related area and acts as a lead subjectmatter expert in these areas within the Compliance Branch. Reviews chemical facility data andsubmissions along with CFATS evaluation material for quality assurance to ensure consistency in the application of methodology across processes. Provides guidance and advice on these reviewsto other team members. This may include the review of Top-Screen chemical inventory andpackaging; reviewing security vulnerability assessments and security plans and providing adviceon the satisfaction of security measures against performance standards; and conducting a qualityassurance review of inspection reports and findings. Where appropriate, this includes identifyingissues and recommending enforcement procedures for non-compliance. Conducts studies to analyze the effectiveness of projects in order to recommend new efforts toimprove program requirements. Tracks section projects and progress against division goals.Develops procedures, policies, briefings, and reports to document operations. Publishes policies,identifies improvements and efficiencies, and presents performance data process improvementstrategies to division staff and leadership. Such strategies may include but not be limited to: 1)development of instructional materials such as lessons learned guidance, 2) recommendations forimprovements and efficiencies, and 3) drafting of standard operating procedures.

Serve as a Domestic Security Officer overseeing the Uniformed Protection Services Program for the Department of State. Responsibilities include, ensuring the security at Department facilities domestically; frequently conferring with security contacts at the National Security Council, Metropolitan Police Department, U.S. Park Police, and the Military District of Washington, as well as with internal contact such as Major Events, Secretary of State Protective Detail, and the Office of Dignitary Protection. Providing guidance and supports security operations at the Department facilities, including physical security, access control, security staffing, and contingency plans. Exercising authority for every aspect of security operations for special events, which includes access control and ensuring proper security force coverage for every event and visit.Assists with formulating and drafting general and post orders for the Uniformed Protection Officer (UPO) force that comply with relevant Department policies and procedures.

Review and analyze Site Security Plans/Alternate Security Plans (SSP/ASP) to determine applicability to regulatory and statutory requirements. Give oversight to up to five third party contractors by conducting quality assurance/quality control (QA/QC) on work products pertaining to SSP authorization and approvals. In coordination with field inspector personnel, review and provide feedback on the inspection process for covered facilities. Provide subject matter expertise to decision makers concerning viability of security plans for high risk chemical facilities. Serve on planning committee for the implementation of the CFATS Inspection Audit program. As the section subject matter expert on regulatory enforcement, provide guidance and prepare documentation for the enforcement of CFATS standards.

Serve as Contracting Officer Representative for Task Order 3, Worldwide Protective Services in Iraq. This contract is valued at over $750M and manned with over 1500 US persons and Third Country Nationals. Developed and implemented policies and procedures for static security within multiple Chief of Mission properties within Iraq. These include manning requirements, sample guard orders, equipment manifests and training requirements. This security provides protection for over 5000 Chief of Mission personnel. Using Congressional legislation, Departmental regulations and ever changing security climates in Iraq, review, monitor and recommend changes to the contractual requirements of the contract to ensure seemless Mission security. Responsible for invoice reviews to ensure compliance with Federal Acquisitions -Regulations (FAR) and Department of State Acquisitions Regulations (DOSAR). Responsible for reviewing all contractor applicants for suitability of service and contractual experience requirements. Performed technical evaluation on contractor acquired property (CAP) for suitability and contract required capabilities. Advise senior Department officials on budget requirements and recommend alternatives and potential effects to security posture due to budgetary decisions.
