Management And Program Analyst
CurrentServe as a Management and Program Analyst for the Chemical Facility Anti-Terrorism Standards Program (CFATS). Demonstrates subject matter expertise in chemical facility operations, physical security, cybersecurity, compliance programs, compliance regulations, or related area and acts as a lead subjectmatter expert in these areas within the Compliance Branch. Reviews chemical facility data andsubmissions along with CFATS evaluation material for quality assurance to ensure consistency in the application of methodology across processes. Provides guidance and advice on these reviewsto other team members. This may include the review of Top-Screen chemical inventory andpackaging; reviewing security vulnerability assessments and security plans and providing adviceon the satisfaction of security measures against performance standards; and conducting a qualityassurance review of inspection reports and findings. Where appropriate, this includes identifyingissues and recommending enforcement procedures for non-compliance. Conducts studies to analyze the effectiveness of projects in order to recommend new efforts toimprove program requirements. Tracks section projects and progress against division goals.Develops procedures, policies, briefings, and reports to document operations. Publishes policies,identifies improvements and efficiencies, and presents performance data process improvementstrategies to division staff and leadership. Such strategies may include but not be limited to: 1)development of instructional materials such as lessons learned guidance, 2) recommendations forimprovements and efficiencies, and 3) drafting of standard operating procedures.
