Analyze commodities and corporate-wide usage statistics to inform purchases and negotiations for materials. Develop strategy to synchronize operations and training across the organization spread over several countries. Plan projects six to eighteen months out, and conduct handover of projects to near term planners and operations personnel.- Initiate projects and lead project teams with moderate to low oversight and direction, resulting in a large scope of flexibility and independence to act on independent initiative within predetermined limits.- Influence other organization directors and their subordinate branches, and outside organizations without direct authority to achieve buy-in to strategy and planning, and to gain assistance and input into projects.- Synchronize concurrent strategy and planning efforts with outside organizations, including the US Embassy in Djibouti, some with conflicting mandates. Plan future operations for the organization.- Additional duty as full-time project officer. Lead planning for future exercises, interface with other organizations and headquarters, attend planning conferences, and plan training leading up to a large-scale multi-organization and multi-echelon exercise involving over 2,000 personnel.

- Led and manage a maintenance organization of 155 personnel divided amongst six specialist sections while employing over $20.4 million of equipment during monthly training; conduct material management and maintenance support operations of military vehicles, equipment, and weapons systems.- Supervised, rated, coached and mentored 12 direct reports; 1 mid-level manager, 5 section managers, 5 shop supervisors, and 1 administrative assistant.- Planed, directed, and oversaw maintenance work orders and training for monthly assemblies and annual training; ensured risk management process was completed and safety standards adhered to at all times.- Developed, coordinated, and executed training covering basic personnel skills, culminating in a capstone event which tied all training together and replicated highly hazardous conditions overseas. Result was 100% of supplies and materials provided, 100% of vehicles and equipment fully operational, and the organization able to successfully execute its mission.- Additional duty as Responsible Officer for two firefighter detachments comprised of fourteen personnel. Responsible for maintaining accountability and readiness of 6 vehicles and all associated equipment valued in excess of $2.5 million.

- Led area damage control training for 30 personnel during the organization’s two week Summer annual training ensuring organization proficient in operating in hazardous conditions and ready for deployment and State mobilizations.- Developed lower level personnel through monthly training events as well as through one on one counseling sessions, and leadership development exercises.- Planned tactical training involving 600 personnel, including 6 different countries, resulting in closer United States and Allied military relations.

- Led strategic sourcing event for the Transportation and Construction Equipment Department’s vehicle parts using Scrum methodology. Result was consolidation from eight (8) to two (2) suppliers, a 20% hard savings per year ($80,000) over a five-year agreement on $400,000 per year worth of spend, and $19,000 per year in soft savings through workforce optimization.- Achieved $61,344 per year savings (14.8%) over a five-year agreement through leading the strategic sourcing and negotiation of the District’s Freight Management services for Truckload, LTL, and small parcel.- Negotiated the District's industrial and specialty gasses agreement, resulting in a savings of $219,000 per year, and added value services estimated at $20,000.- Saved the organization $100,000 per year in floor mat and towel laundering area of spend.- Negotiated a 1% discount for Net10 payment terms on OPPD’s District-wide diesel and gas contract, a savings of approximately $13,000 per year.- Category Manager of Logistics Management Category. Responsible for developing strategy for roughly $19 million per year in spend in fleet, freight, maintenance, and vehicle/equipment rental. Also responsible for over $45 million per year in spend in renewable energy.- Develop should-cost analyses for equipment and services to verify supplier proposals and quotes.

- Prepared, developed, and issued solicitation documents for OPPD’s Maintenance Modification Contract, valued at $84 million. Ensured clear and complete specifications for the time and materials contract. Led negotiations with short-listed bidders. Result was OPPD awarded the 3-year contract to the best evaluated contractor and saved over $5 million on overhead costs and mark-ups.- Develop solicitations for materials and services to support major work throughout the District in excess of $10 million per year, evaluate responses, perform all pre-award/post-award functions, and work with project managers and legal advisors to ensure the District’s interests are protected and that best total value is received.- Procure and plan acquisitions for standard or specialized items, services, and/or construction contracts, and assist in contract termination for eight departments, five power plants, and 10 service centers.- Work closely with and provide business advice to internal customers to identify material and service needs and monitor contract performance through phone conversations, inspections, progress reports, and other methods for compliance with performance standards, delivery schedules, and payment provisions.- Work with internal customers and vendors to track materials and ensure timely delivery and receipt of orders, bringing the District’s past due orders from over 1,000 down to a monthly average of 100.
