Mr Miller resumed his role as a self-employed civil engineer, providing coastal, flooding and storm water engineering investigation, planning, design and expert witness advice, including environmental and risk assessments for a wide range of engineering projects on an as requested basis.

At the request of City of Sydney, Mr Miller continued his role as technical and project manager for water quality improvement assets, concentrating on the implementation of rectification works to the City's Gross Pollution Traps (GPTs) including the development and updating of the City's MUSIC model and water quality asset data bases.

Mr Miller was engaged by the City of Sydney on the following tasks.• Development of a MUSIC model covering the entire LGA to simulate the operation of City’s stormwater quality improvement devices (SQIDs) assets. The model will be used to plan and implement the maintenance of existing SQIDs along with the location and design of future SQIDs to meet the City’s water quality improvement targets.• Identification and auditing of the City’s GPT and Raingarden assets for input to the Corporate Asset Management System (CAMS) data base and the MUSIC model.• General technical advice on stormwater, flooding and water quality matters including policies, guidelines, asset management and development applications.• Engineering advice to the Adapt XDI (Cross Dependency Initiative) pilot project. This project involves enhancing an existing software tool that utilises data from multiple agencies to identify cross-dependencies between infrastructure assets owned by participating organisations. This will help the City to manage risks arising from climate change, such as extreme weather events like extreme heat, wind and flooding that may damage its assets and impede its ability to deliver essential services.

As a self-employed civil engineer during this period, Mr Miller provided coastal, flooding and stormwater engineering investigation, planning and design advice including environmental and risk assessments for large and small developments throughout NSW on an as requested basis.

Mr Miller is currently engaged on a contract basis in providing wide ranging civil engineering and environmental advice on a number of emerging large rail, port, mining and public transport projects.He has also provided technical design, environmental and construction advice to Lockyer Valley Regional Council on proposed flood mitigation works including the dam, levees and retention basin on Laidley Creek to reduce flooding in the Laidley township area. In addition, Mr Miller has and continues to prepare flood, stormwater and coastal engineering investigation and design reports including risk assessments for large and small developments throughout NSW.

In his role as Project Director/Principal Consultant, Mr Miller was engaged in project oversight, technical direction and management for a range of water and civil engineering projects.His roles here comprised principal technical advisor and project director on a number of water, civil and coastal projects. In the time Mr Miller spent at Golder, he brought projects valued at around $2M to the company.

Mr Miller's roles at KBR included Technical Director and Principal Engineer, Water, Planning and Environment and subsequently Principal Consultant, Water, Civil and Environment. In these roles he was responsible for the identification of project opportunities, direction of the bid and proposal preparation process and the development of key client relationships as well as undertaking a range of project management, technical reviews and advice on a range of projects. These included Ensham Mine Flood Recovery Program incorporating investigation, design and construction oversight of over 15 km of flood levees, the Gateway North and Yellow Gin Creek flood studies, the Wafi Mine Pre-feasibility Study together with a variety of expert witness projects. In his time with KBR, he was instrumental in generating approximately $9M in project fees.

The investigation, design and construction projects which Mr Miller undertook during this 30 year consultancy covered a variety of river, flood, waterway, coastal and estuarine infrastructure including port sites, mining operations, wetlands, breakwaters, marinas, dredging operations together with associated environmental assessment and approvals planning phases. His project portfolio also included a range of strategic resource and asset planning consultancies.

During his Canadian experience, Mr Miller was involved in solar energy assessment and utilisation, applications of Landsat satellite imagery to resource projects, hydrometric network systems analysis and development of numerical models associated with these activities.

During this period, Mr Miller was employed firstly by International Engineering Services Consortium (IESC) to work on irrigation water supply scheduling along with the selection and scheduling of earth moving machinery for construction projects. He subsequently joined the Manly Hydraulics Laboratory, NSW PWD where he was involved in a variety of geotechnical investigations.

Mr Miller travelled to the USA in 1973 to join Albert H Halff Associates, Consulting Engineers of Dallas, Texas where he was involved in flood investigations, modelling and floodplain management, waste water treatment plant design and water supply dam specifications.

As Project Engineer, Mr Miller carried out a variety of water engineering investigation and design projects associated with coastal structures, port site developments, flow metering equipment, sand mining operations and marine residential/tourist developments. These incorporated wind, wave and tidal climate analysis, breakwater design, numerical and physical model studies, cyclone studies and storm surge analysis together with hydraulic analysis of rivers, estuaries, pipes, open channels and related hydrological studies.

Mr Miller began his career as a Commissioned Officer while fulfilling his two-year National Service obligation. His postings during this time included military and engineering (hydraulics) instructor at the school of Military Engineering, Casula NSW and Officer Commanding Maintenance Troop, 1st Terminal Group, RAE, Mosman, NSW.

During his engineering studies, Mr Miller worked at the WRL with both academic and project engineering staff on a range of river, estuarine, coastal and hydraulic infrastructure projects involving the design, construction and testing of physical and numerical models.
