Responsible for the development of cryptologic CONOPS, advanced TTP, and providing subject matter expertise to fleet stakeholders. Coordinates fleet exercise support to inform doctrine development.• Developed multiple CONOPS and TACMEMOs to support the integration of current cryptologic capabilities in the fleet. Efforts ensured integration and operational functionality of cryptologic capabilities into fleet operations.• Led the development and execution of two cryptologic fleet exercises. Efforts tested specific capabilities of SSEE systems, validated system performance and integration into fleet operations to support development of TTP and doctrine.• Lead the development of the first ever TRITON Multi-INT TCPED CONOP. Efforts integrated emerging ISRT system capabilities for employment in the IW enterprise.

Cryptologic Technician Collection Rating LeadProvide subject matter expertise to the IW TYCOM on the overall management of the CTR community. Responsible for the proper alignment, manning, distribution, and training requirements for 3,728 cryptologic warfare professionals.• Established the CTR Rating Strategy Council. Efforts aligned key stakeholders to identify MT&E gaps within the CTR community and develop a strategic approach to provide MT&E solutions to Fleet, numbered Fleet and TYCOMs.• Aligned the CTR Occupational Standards to the Unified Navy Tactical Task List. Efforts ensured 383 tasks under 9 functional areas and 3 core jobs aligned to the Navy’s operational mission. This alignment validated the MT&E requirements to the resource sponsor and ensured funding of critical operational training.• Led OPNAV and CIWT through a review of the CTR A-School and core Occupational Standards that identified a significant gap in accession training. Coordinated funding request through OPNAV that approved development of a new CTR A-School that significantly increased accession level knowledge and skills training.

Fleet Cryptologic RequirementsResponsible for fleet cryptologic policy, requirements, capabilities and training solutions. Validate Fleet Cryptologic training requirements and ensure implementation to meet those requirements.• Led the Core System Integrated Planning Team for next generation afloat cryptologic system. Developed and managed 137 fleet cryptologic capability requirements and ensured delivery of critical capabilities allowing sufficient lead-time for systems engineering.• Led PACFLT and IW TYCOM in the development and delivery of the revised cryptologic Fleet training continuum. Consolidated and aligned fleet training requirements with the OFRP ensuring Sailors received the right training at the right time.• Hand selected to provide critical SSEE training to USS New York during C2X. Efforts ensured full IW certification for IWO ARG during Integrated Phase and a successful deployment.

Fleet Assistant Cryptologic Resource CoordinatorResponsible for cryptologic tasking, readiness and training of 51 Officers, 51 Chiefs and 307 Sailors across 51 tactical platforms.• Managed fleet MT&E requirements for numerous Amphibious and Carrier Strike Groups. Ensured tasking and reporting of C2F’s INs to maintain an accurate CIP for the commander. • Coordinated Navy Fleet BORESIGHT testing with FCC/C10F, CNSL and five surface units, which led to the effective troubleshooting and updates for on-time delivery and Fleet implementation worldwide. • Led FCC/C10F efforts to improve Fleet CRITIC message formatting and training. Implemented CRITIC communications testing in the Basic Phase of the OFRP allowing ships to correct discrepancies prior to Advanced and Integrated phases of training.

Directed ships’ Signals Exploitation Space, provided I&W to tactical commanders and exploited signals of interest to identify, locate and report worldwide threats.• Managed, trained and executed collections utilizing cryptologic collection systems over two deployments to C6F and C5F operating areas, critical to the safety of Fleet and Strike Group operations.• Provided critical I&W during Operation ASSURED DELIVERY. Efforts ensured the safety of own ship and coast guard assets while delivering humanitarian aid to Georgia.• Coordinated utilizing relational admin client program, the ship’s watch schedule and rotation for over 300 Sailors to include personnel qualification tracking and management. Scheduled over 17 schools utilizing CANTRAC and eNTRS programs for various personnel, ensuring continuous training and school requirements were met.
