As a member of the U.S. Special Operations Command (USSOCOM) Countering Weapons of Mass Destruction (CWMD) Fusion Center, supported the Command’s strategic planning efforts by integrating into the CWMD Operational Planning Team (OPT) and employing a Systemic Operational Design (SOD) approach to conduct operating environment analysis and end state development. Worked with intelligence analysts to update the OPT’s understanding of the operating environment, threat capabilities, and WMD program efforts. Conducted detailed nodal analysis of WMD pathways and networks for a multitude of operating environments. Supported all planning efforts by conducting project planning, research, analysis, intelligence evaluation, document preparation and staffing, internal and external coordination, and knowledge management synchronization. Assisted the OPT with organizing, focusing and synchronizing USSOCOM CWMD enterprise partners and enablers to meet defined organizational end states. Facilitated and supported CWMD working groups, Community of Interest engagements, and plans synchronization across Combatant Commands, Theater Special Operations Commands (TSOCs), USG partners and key partner nations to include developing briefing products, point papers and other support products.

Ensure that U.S. Northern Command (USNORTHCOM) operations are synchronized with those of its Interagency partners across the Command’s three-fold mission set of Homeland Defense, Defense Support of Civil Authorities and Theater Security Cooperation. Establish and maintain strong and effective relationships between the USNORTHCOM staff and key Interagency partners, to include the Department of Homeland Security, the Federal Emergency Management Agency, the Department of Energy, and the Department of Health and Human Services. Assist in building similar relationships with key private sector and non-governmental organizations. Serve as the Interagency Directorate’s subject matter expert on all issues related to CWMD and CBRN defense. Coordinate and integrate the Directorate’s equities on all USNORTHCOM’s CWMD-related planning efforts and CBRN Response Enterprise initiatives. Serve as the Directorate’s primary representative in the USNORTHCOM Future Operations Center and as a member of the USNORTHCOM Interagency Coordination Center battle staff.

Managed all aspects of critical joint and combined concept development and experimentation (CD&E) projects, to include the 17-nation Multinational Experiment 7 CD&E Campaign and the Countering Weapons of Mass Destruction (Nuclear) Campaign. Responsible for integration, scope, time, cost, quality, human resources, communications, risk and procurement for each project. Conducted research, developed experimentation strategies, and wrote concept papers to support recommendations for changes in doctrine, organization, training, material, leadership, personnel, facilities and policy. Coordinated CD&E activities amongst Combatant Commands, Services, Defense Agencies, academia, industry and multinational partners. Developed short and long-range goals and objectives for incorporation into the Directorate’s overall program of work.

Served as principal advisor to the U.S. Ambassador to NATO on nuclear plans and on all issues related to CWMD. Represented the U.S. at action officer level meetings of three key NATO committees: the Nuclear Planning Group, the Senior Defense Group on Proliferation, and the NATO-Russia Council Nuclear Experts Committee. Coordinated and advocated the U.S. position on matters of NATO nuclear and CWMD policy in both formal committee meetings and informal interactions with counterparts, leading to the finalization and adoption of many new NATO policy and strategy documents. Planned and coordinated the itineraries of senior Defense officials visiting NATO to represent the U.S. at high level committee meetings.

As a Course Director/Instructor (Oct 03 to May 05), designed, coordinated, and presented NATO education and training on joint multinational operations, operational level military planning, and NATO transformation. Responsible for curriculum and schedule development; supporting speaker and staff coordination; conduct and supervision during execution; preparation and analysis of course critiques; and planning, control and supervision of course practical exercises and syndicate discussions. As Chief of Plans and Policy (Jun 05 to Aug 06), developed, coordinated and implemented all plans and polices for the NATO School, to include the Strategic Plan, the Management Plan, and the multinational agreements that define the School's mission, command relationships, operating parameters and resource arrangements.As Deputy Director of Military Cooperation (Sep 06 to May 07), designed and established a new 10-person department that manages the NATO School's non-resident academic activities and coordinates the School's role in NATO's partnership and cooperation programs. Scheduled, planned, coordinated and supervised the School's Mobile Education and Training Team program, its support to NATO exercises and real-world NATO-led operations (including the NATO Training Mission in Iraq and the International Security Assistance Force in Afghanistan) and its support to education and training events hosted by other organizations.
