Directs and oversees all aspects of Human Resources for the Town of Seymour including policies and procedures, recruitment, hiring, compensation management, benefits administration, employment and labor law compliance, contract negotiations and labor relations. This position must maintain strict confidentiality and business ethics at all times.

Performs complex and confidential functions involving considerable independent judgment; responsible for the development and administration of a human resources program, including recruitment, selection, classification, compensation, grievance handling, staff training and development, personnel policy development, disciplinary procedures, employee relations, and other special projects as requested by the Human Resources Director.Interfaces with Department heads regarding all aspects of recruitment and employment of staff. Works with department heads in job analysis, organization and determining desirable skills and abilities needed for new or vacant positions. Performs job analysis and revises job descriptions, performs audits to determine proper classification and compensation. Prepares, enters, updates, and retrieves all relevant information including payroll, benefits and pension information into HRIS system. Process benefit information to outside administrators and providers such as insurance companies. Organizes open enrollment alongside Benefits Manager.

Assists in the development, implementation and evaluation of integrated health management and wellness programs for city employees. Plays a key role in working with designated external benefit vendors to deliver programs that enhance employee health and productivity, manage health-related costs, and create a 'culture of health' within the community. Responsible for planning, development, implementation and evaluation of health and wellness program offerings and services for the city. Collaborates with vendors in managing all aspects of health and wellness products and services, including design, communications, monitoring/evaluating, and service delivery/vendor management. Presents program offerings and best practices to promote worksite wellness. Enters employee related data into the Human Resource Information System. Assists in job description development and produces job descriptions, recruitment announcements and notification letters. Reviews applications for timelines, completeness and minimum qualification requirements.
