Served as State Department Desk Officer for Thailand, and later for New Zealand, coordinating all aspects of U.S. policies towards those countries, including trade and security relations. As Public Affairs Officer and Spokesperson, and later as Deputy Director for Policy and Public Outreach, for the Bureau of Oceans and International Environmental and Scientific Affairs (OES), served as State Department spokesperson for the Keystone XL Pipeline Presidential Permit application process, and a range of environmental work in which the Department was engaged, including marine conservation, international fisheries treaties, Arctic and Antarctic protection, biodiversity, water security, pollution mitigation, combatting wildlife trafficking and illegal logging, and climate change. Hired staff, administered training programs, oriented new volunteers, negotiated for resources for country programs.

Assisted small farmers with a low interest micro-credit agricultural loan program with the Rural Bank of La Paz, Inc. Lived and worked in a remote, rural mountain region for three years. Taught swine, poultry, and rice-fish management. Attended the International Rice Research Institute in Los Banos, Philippines. Learned and spoke Ilocano.
