I am a Paramedic (20 years) and Emergency Manager (5 years) with a wealth of Emergency Medical Services (EMS) skills, training, education and supervisory experience from both the municipal and private EMS worlds and extensive municipal Emergency Management experience.I completed a Master's in Public Health with a self-designed EMS and Disaster Management concentration in 2011. My final paper for my Inter-Agency Disaster Management class was "Have We Learned? Comparing Major Incident Management Before and After the 9/11 Attacks" where I concluded that a decade later division between response disciplines (LE, Fire, EMS, EM, etc.) remains the key barrier to effective incident management. One of my key goals has been the reinforcing multi-disciplinary cooperation, communication, training, education and Unified Command among all responding agencies and jurisdictions.I have evolved in municipal Services/ Departments where staff and resource shortages have given rise to multi-disciplinary roles and responsibilities where each person needs a strong and wide-ranging base of skills and knowledge in all aspects of the Service and Departmental responsibilities.I believe in progressive and clinically-based EMS and the inclusion of EMS, Public Health and Emergency Medicine in all aspects of Emergency Planning, Mitigation, Preparedness, Response and Recovery. I have championed preparedness education and training, Mass Casualty, Pandemic and Public Health Emergency Planning, Incident Management and cooperative multi-disciplinary approaches to streamline incident management and emergency medical care during all-hazards incidents. I have lead the way in EMS safety measures including adoption of ANSI II Hi-Viz gear, Emergency Vehicle Operations training, purchase of TCCC equipment for trauma care by both Police and EMS, and the design of safer ambulances.
