I represent Colorado’s Division of Parks and Wildlife and the Parks and Wildlife Commission (“CPW”) in water and other litigation matters and advise CPW in a general counsel role on a multitude of topics and practice areas.

I provided legal advice and support to the Colorado Division of Water Resources through representation in a variety of water court and administrative matters, rulemaking proceedings, and in a general counsel role.Provides legal advice and support to the Colorado Water Conservation Board in a variety of water court matters as both an applicant and opposer and in a general counsel role.Serves as lead counsel to the Staff of the Colorado Groundwater Commission and lead counsel to the Board of Examiners of Water Well Construction and Pump Installation Contractors.

I worked in the Natural Resources and Environment section for the Colorado Attorney General's Office. In that capacity, I work in both the Water Resources and Water Conservation Units representing the Colorado Division of Water Resources and the Colorado Water Conservation Board in water court matters and in a general counsel capacity. I am also lead counsel for Staff for the Colorado Ground Water Commission and board counsel to the Board of Well Examiners and Pump Installation Contractors.

● Gained broad experience in all aspects of water law litigation.● Assisted in water related transactional matters such as water rights due diligence investigations in real estate transactions and the preparation and negotiation of multiple water sharing and municipal water service agreements.● Prepared legal documents including opinion letters, deeds, water court documents, and memoranda.● Researched and analyzed numerous complex legal issues including, but not limited to, Clean Water Act liability, sovereign immunity, state and federal regulatory law, and various tort and contract law claims.

● Assisted with legal research and writing in People v. Miguel Contreras-Perez, 12CR60 ● Responsibilities included the compilation, analysis, and organization of discovery with this case

● Researched case law and drafted numerous court orders, memoranda, and decrees regarding various domestic and civil issues signed by the Judges with minimal revision ● Attended hearings and trials and assisted the Judges and law clerks with the tasks associated with those proceedings ● Worked closely with the Judges and law clerks on daily administrative tasks and other issues within the courtrooms

● Assisted non-profit, grassroots organizations working on Colorado citizen initiatives to add to charter amendments to place moratoriums on hydraulic fracturing ● Authored several motions including Motion to Intervene and Motion for Preliminary Injunction● Prepared for trial on disputed ballot title prior to participating in successful mediation conference● Presented oral argument regarding petition sufficiency before Judge Kaup in Larimer County District Court on December 18, 2013.

● Researched and authored various orders signed by the Judge virtually unedited under various time constraints● Researched various complex issues for civil and criminal cases including, but not limited to, jurisdictional issues, 14th and 8th Amendment claims, Qualified Immunity, Statute of Limitations, and Municipal Liability claims.● Drafted jury instructions for a criminal trial with complex issues● Attended countless hearings, pre-trial conferences, and other courtroom proceedings● Reviewed motions, researched relevant case law, prepared summaries of arguments, and assisted in the preparation of the court’s rulings

• Researched various, complex land use topics including, but not limited to: land grants, land patents, R.S. 2477 Statute rights-of-way, and land abandonment issues.• Organized and coordinated preliminary and final title opinion issues for review by regional office staff and field staff in 8 states.• Prepared and coordinated various legal descriptions for regional and field use regarding mineral rights within a specified wildlife refuge.• Researched historical land title documents on microfilm for property ownership status including: warranty deed, title evidence, examination reports, etc.
