Minimized operational impact to over 100 sites and 12 Air Bases worldwide through diligent coordination of resources to quickly resolve over 500 command and control system outages and 600 maintenance actions, enabling the flow of over 680K passengers and 320K tons of cargo in support of Operations Iraqi Freedom and Enduring Freedom. Oversaw cyber defense initiatives, eliminating more than 200 network and system vulnerabilities, reducing Command non-compliance by more than 90% and making AMC #1 in the Air Force.

Combined/Joint Task Force Paladin, Bagran Airbase, Afghanistan

Oversaw the procurement of critical Command, Control, Communications and Computer equipment, seamlessly integrating these into the theater-wide Counter-Improvised Explosive Device mission for 120 operational units across 36 forward locations. Managed help desk operations, ensuring proper functional cross-training and adherence to Standard Operating Procedures to ensure outstanding mission support for more than 320 customers and 700 workstations. Utilizing SharePoint, designed and developed a collaborative environment to enable real-time information sharing, data collection and analysis, as well as to track and expedite movement of time-critical evidence from point-of-origin to forensics facilities.

Managed 10 personnel/2 teams and $160,000 annual budget to provide Oracle and Microsoft SQL database support for 85 software developers and 95 Headquarters Air Force and Air Mobility Command (AMC) software applications. Oversaw system administration support for 43 Dell and Sun enterprise servers for development, test and production environments, comprised of Solaris and Windows Server 2003. Implemented quality control peer reviews to ensure highest quality database infrastructure for developmental and operational capabilities. Co-authored unit self-inspection program, generating over 500 checkpoints for ensuring proper mission capability and adherence to Air Force standards. Designed and implemented AMC’s Self-Inspection database, improving senior leadership’s capability to determine mission deficiencies and focus on improvement. Spearheaded system and database disaster recovery process, resulting in a reduction of 84 man-hours per recovery. Acted as Project Manager for AMC’s suspense tracking system upgrade, providing a single system for use across 12 AMC installations and over 200 AMC units worldwide. When network storage became critically low, orchestrated effort to reduce file duplication and consolidated existing resources to provide a 300% increase to available storage capacity.

Formalized over 150 local training tasks, generating the section’s first-ever job qualification standards to ensure personnel were fully mission capable.

Supervised 6 multi-national military and civilian personnel to provide mission-support applications for NATO’s multi-national E-3A Airborne Warning and Control System aircraft, ensuring efficient operation of all network database application software for over 2,000 users. Identified and corrected flaws in Force Command’s Main Issues Management Program, resolving long-standing database application errors and exceeding customer’s expectations. Pioneered technical roadmap for E-3A Component’s re-accreditation of the Classified Base Automated Support System, ensuring full mission capability weeks ahead of deadline.

Nato Airbase Geilenkirchen, Germany

In support of NATO’s Radar System Improvement Program, validated safety, correctness and performance of contractor-delivered software in support of baseline changes to the E-3A aircraft radar crew systems. Prepared system test environment and validated 65 software change proposals, ensuring success of 2-year programming effort for first-ever comprehensive release of new radar software. Masterminded upgrade to existing test-bed infrastructure, including physical layout and design, streamlining the installation of $120K of equipment. Performed Solaris system administration for more than 20 critical workstations and servers as well as the Extended Radar Interface Test tool. Led transition from internally-developed configuration management software to commercial-off-the-shelf tools, reducing ineficiency and management overhead and saving 15 man-hours per project.

Led Configuration Management team in maintaining configuration control of 70 Digital, Sun Solaris, and Windows NT/2000 servers and workstations in excess of $600K to support the $40M Space Weather Analysis and Forecast System. Researched and implemented a new Electronic File Plan and Software Version Control System, providing a simplified single-point control for 15 developers and over 400 software applications. Single-handedly designed and developed a comprehensive project planning database, tracking all projects from inception to deployment and saving over $60K in software and training costs. Defined and implemented 12 significant software prototype process improvements, streamlining information flow and accountability of data between 5 branches.

Managed team of 5 military and contractor testers in the planning, design, development and execution of software test plans for the $30M Space Environment Support System, supporting Department of Defense space agencies at all levels. Proactively refined test processes to include repeatable, automated procedures, increasing section productivity by 65%. When manning levels decreased, rapidly developed in-house test-management tools, providing online access to data and saving over 20 man-hours per month. Innovated 10 new peer review processes for software engineering teams to minimize defects, vastly improving existing software quality and enabling CMM Level 2 certification.

Provided system and database administration for the Global Command and Control System (GCCS) and Theater Automated Command and Control Information Management System for US and South Korean military forces. As the expert for the Command & Control PC, implemented the Theater Ballistic Missile Warning capability, ensuring the Korean Peninsula’s early warning capability. Performed acceptance testing and system validation on the GCCS-A replacement, resulting in the baseline meeting/exceeding foreseeable requirements and saving over $200K over 2 years through the elimination of constant upgrade purchases.

Developed and executed the Software Test Plan for the Standard Automated Remote-to-Autodin Host (SARAH) Lite messaging application, citing 2 major security defects and preventing Air Force wide release.
