Position: Contract Specialist – GS-1102-14 Background: The Department of Energy (DOE) Environmental Management Los Alamos Field Office (EM-LA) is tasked with the responsibility of environmental restoration at the Los Alamos National Laboratory caused by legacy nuclear weapon production and nuclear energy research. DOE EM-LA contracts out the environmental cleanup work at the site to Newport News Nuclear BWXT Los Alamos LLC (N3B) under the Los Alamos Legacy Cleanup Contract. What I Did: I was the Senior Contracting Officer at the EM-LA Field Office. I had an Unlimited Contracting Officer's Warrant and I was responsible for the procurement of all goods and services and the administration of all associated contracts and inter-agency agreements for the EM-LA Field Office. I administered 20 contracts for goods and services, which included safety analysis, technical assistance, waste management, construction, and environmental remediation. The contracts I was responsible for ranged in value from $1 million to $1 billion. Most notably, I was the Contracting Officer for the Los Alamos Legacy Cleanup Contract (CID: 89303318CEM000007, Newport News Nuclear BWXT - Los Alamos LLC). This is a five year cost reimbursable contract with 5 total option years and has a total value of approximetely $1.3 Billion. In this role, I provided all contractual direction, negotiated contract changes, performed cost analysis, advised the Fee Determining Official in performance evaluations, led meetings, problem solved, reviewed and approved invoices, adjudicated REAs, reviewed/approved Contract Human Resource Management actions, and guided both DOE and the Contractor through the large complex transition from a past Management and Operating (M&O) Contract structure to the new traditional FAR Part 15 based contract.

Position: Contract Specialist – GS-1102-13 Background: The DOE Environmental Management Consolidated Business Center (EMCBC) provides provides consolidated HR, Contracting, Cost Estimating, and financial services to DOE EM sites around the country to allow EM to operate in a cost effective manner. The EMCBC Contracting Office acquires, manages, and directs the procurement of supplies and services for its customer sites. What I Did: During my nearly six years at the EMCBC, I performed many functions in both pre/post award contracting. I started by learning small purchases and from there, I began taking on more responsibility in acquiring goods and services. I helped develop scopes of work; wrote contracts; advised evaluations; lead conferences; evaluated cost; wrote reports; and conducted debriefings. I also lead, or assisted, many Source Evaluation Boards (SEB), ranging from a procurement value of $5M to $300M. I also administered many contracts. I started with small fixed price service contracts and eventually administered large T&M and Cost Reimbursement contracts. Most notably, I served as the Administrative Contracting Officer for the Moab Technical Assistance Contract (>$20M) and the Moab Remedial Action Contract (>$150M). I performed all administrative contracting functions such as: completing performance evaluations; negotiating change orders; evaluating cost proposals; and approving invoices. Ultimately, I became a professional at the EMCBC and I always tried to do the jobs others didn’t want. I focused on learning as much as I could from the senior contracting staff while I was there, and I always sought more complicated tasks. This approach proved to be quite valuable for me, as the organization trusted me with more responsibilities. In the end, I was promoted three times.
