About Christopher Ard Gisp
I'm a geographer currently serving as the City of New Orleans’ Enterprise Data Manager & GIS Coordinator with 23+ years of service in local, state, and federal government.Prior to Hurricane Katrina in 2005, I worked as a GIS Analyst at the Orleans Parish Communication District (OPCD) where I created the city’s first digital addressing database and street centerline, the foundation of today’s City of New Orleans enterprise geospatial database.I spent a few years after Hurricane Katrina working for the US State Department, FEMA, and NGA....and somehow ended up working on issues related to the City of New Orleans at the same time.Since 2011, I have been part of the Enterprise Information Team within the city’s Information Technology & Innovation section. I helped restart the city’s sanitation and recycling program, created the New Orleans Master Address Database (NOMAD), assisted in the extraction and analysis of city financial data, and among other subjects, was able to map hundreds of properties to tell the story of missed property taxes resulting in the city creating an adjudication process which brought thousands of properties back on the tax roles and recouping over $8 million in property auctions, late payments, blight removal, and even helped residents identify property they unknowingly owned. Today I'm helping steer the city to a new enterprise asset management system.As a local data expert, I was asked to serve as a co-chair of the National Conference on Citizenship Post-Census Group Quarters Review (PCGQR) where I helped create a “how to” process for state and local governments to use which can potentially help correct Census counts across the country, securing additional federal funding for the people who need it most.A native of New Orleans’ Lower 9th Ward, I have helped move the city towards becoming a data-driven city by combining data, technology, and most importantly, an intense love for my hometown. I also hate glitter and love spreadsheets!
