I work with Microsoft's Chief Privacy Officer to lead our global public policy work on privacy and data protection, and responsible data use.

Vice President, Policy (2014-2019)Interim co-CEO (Sept 2019 - May 2020)As the Executive Vice President I oversaw CDT’s advocacy efforts. CDT grapples with the full range of internet policy issues including consumer and student privacy, government surveillance, free speech, copyright, telecommunications, internet governance and standard setting and has offices in Brussels and Washington, DC. CDT is a champion of global online civil liberties and human rights, fighting for outcomes that keep the internet open, innovative, and free.

As the ACLU lobbyist for privacy and technology issues, I testified before Congress and appeared in many media outlets, including CBS Evening News, Fox News and National Public Radio, discussing technology and privacy issues, and was quoted in a variety of publications including the New York Times, Washington Post and Associated Press.I was named one of Washington's Top Lobbyists by the Hill newspaper in both 2012 and 2013 and served as co-chair of the 2013 Computers Freedom and Privacy Conference.Issues included work on the Electronic Communications Privacy Act (ECPA), employment verification, online privacy, data retention, cell phone tracking, Real ID/national ID, student privacy and unmanned surveillance drones.

In this role I led several ACLU campaigns including opposing the implementation of the Real ID Act (which would have created a national ID card); urging state public utility commissions to investigate telecommunications companies’ illegal cooperation with the National Security Agency (NSA); limiting the Constitution Free Zone which allows unconstitutional searches with 100 miles of the US border; and ending law enforcement's use of commercial databases and datamining as part of the Multi-State Anti-Terrorism Information Exchange (MATRIX) program.

As legislative counsel I created Senator’s political messaging, served as chief speechwriter and counseled the Senator on constitutional and legal issues. I also helped secure the passage of major legislation including Chapter 254 of the Acts of 2000 (comprehensive privacy and anti-discrimination protection for genetic information), Chapter 236 of the Acts of 2000 ($4.5 million for local hospital), and Chapter 69 of the Acts of 2001 (easier access for victims of domestic violence to the unemployment insurance system).
