Leadership Advice and Strategy: Led studies and evaluations related to mission growth and implications on human capital and facilities, provide Chief Engineer and government leadership analysis to identify gaps, dependencies, inefficiencies, and resulting requirements and recommended solutions, working across disparate organizations. Evaluated the strategic direction of the Systems Engineering Organization, analyzing processes, developing way forward and implementation strategies for resulting organization. Advised the leadership team to ensure organization cohesiveness and build relationships with sister organizations. Proven track record of strategic thinking and problem solving on challenges facing the site, including reducing the processes and associated resources due to a Congressionally Directed Action; staffing levels and security processes post 9/11; and integration of a new DoD Agency operations center. Business Process Reengineering: Provided assessment of site processes in effort to absorb budget cuts, and led efforts to streamline systems engineering, operations, and support processes; developed post-reengineering organizational structure to help meet resulting challenges. Post 9/11 restructuring: Worked directly with site leadership team to define and implement new cross-agency organizational structure, and associated roles and authorities. Operations Center: Facilitated interaction between DoD Agencies to develop plans for expeditious transfer of authorities and responsibilities to site. Provided technical support and guidance to mission partner Customer Relationship organization to develop peer relationships with Combatant Command organizations, capturing requirements and soliciting feedback on analyst engagement and site’s products and services. Facilitated development of organization’s strategic 5-year plan, working with government leadership and teammates to develop an enduring process for strategic planning and maintenance.

From 2009-2016, worked on a DoD Program of Record to develop the Object-Based Production (OBP) business concept, redefining how DoD Agencies and Services organize, analyze, and disseminate the overwhelming volume of information used to support national defense priorities. OBP was the foundation for the Community’s Program of Record until the Program was decommissioned in 2018 and OBP core business processes and applications transitioned into other national agency programs. Was involved in developing both the strategy and implementation plans for integrating this groundbreaking – and still evolving business concept into US military command and national agency operations, and the technical implementation of this concept into a Cloud-based Object Management service as part of the then-fledgling Intelligence Community Information Technology Enterprise (ICITE).Provided government program managers and the community management board with concept development, strategic management, program and project planning, and system engineering support. As the lead technical advisor for the Operations Integration Team, Responsible for developing a community outreach program designed to influence agencies and organizations to integration OBP methodology across Tasking, Collection, Production and Dissemination processes. This team was also responsible for developing and articulating requirements from both producer and consumer perspectives to ensure new capabilities were developed commensurate with customer needs, and in line with the Cloud-based architecture and application/widget framework. The OIT also orchestrated pilot activities with several agencies in order to demonstrate the value of OBP, and garner additional interest and support for expansion of capabilities across the community.

Developed and applied analytic techniques and procedures for the solution of complex problems; wrote computer scripts to assist in analyzing and processing information. Provided real-time 24-hour support to military forces during two distinct times of heightened national interest. Processed and analyzed intelligence data and related source material and synthesized the various data into actionable forms. Developed survey for acquisition office; results of which were used to redefine customer support desk and provide more timely assistance to internal customers. Researched and published extensive country-specific telecommunications profile. Delivered reports on topics in response to established national security needs.
