As the Training Ammunition Branch Head for Training and Education Command (TECOM), I manage all ground training ammunition at the Headquarters Marine Corps level. I led a team of 5 senior professionals to consolidate all ground training ammunition requirements and submitted the training ammunition budget submissions (expenditures) to the Deputy Commandant, Combat, Development and Integration (DC CD&I). I coordinated with Marine Corps Systems Command (MARCORSYSCOM), Program Manager for Ammunition (PM Ammo) for the supportability for the Marine Corps ground ammunition training requirements. I also managed the branch as it provided the annual ground training ammunition allowances to the Total Force via the Total Ammunition Management Information System (TAMIS) electronic platform. I supervised and analyzed the approval process for all special allowance requests for ground training ammunition in order to mitigate risk of shortfalls within the Marine Corps annual allocations. I identified training trends in ammunition consumption of $600M annually and reported $2.1 B worth of annual ammunition expenditures to numerous DoD entities. On January of 2021, under my leadership my branch was able to published MCO 8011.5B Class V(W) which provided the ammunition policies, procedures and information for training, testing and security programs. I coordinated a Memorandum of Agreement between MARCORSYSCOM PM AMMO and TECOM in order for MARCORSYSCOM to take over funding and sponsorship for the TAMIS platform for the use of FY22 and beyond. My branch also processed and resolved various actions. I virtually chaired/hosted the Ammunition Distribution Working Group for the Marine Corps with all stakeholders, which determined the distribution of the FY21, FY22 and FY23 allowances to be supported at less than 100% to obtain concurrence for the planned distribution throughout the Marine Corps.

I supported the operational and tactical logistics execution, which enabled 3d Marine Division to be effectively poised and ever ready to execute training and contingency operations within the Indo-Pacific Command area of responsibility. I planned and conducted multiple mission rehearsal exercises that included Korea military exercise programs and artillery relocation training programs with Marines from the Republic of Korea as well as Japanese, Thai, Filipino, and Malaysian allies. I managed the logistics and supply of ammunition capabilities generated in support of 30 exercises in support of over 8,000 Marines. This management synchronized with doctrinal concepts that significantly increased the combined arms capability of the units involved. I served as the Explosives Safety Officer at Camp Lejeune North Carolina. I conducted explosives safety training to regional personnel. Conducted scheduled and unscheduled Explosives Safety Inspections for all units located at Camp Lejeune and 7 separate installations within the Marine Corps Installations (MCI) Eastern Region. I also prepared written investigative reports to provide recommendations on avoidance of mishaps and accidents. Researched and created explosives safety guidelines for base personnel. Provided guidance to Commanders on explosives safety matters. Served as the Explosives Safety Officer during both Marine Corps System Command and Department of Defense Explosives Safety Board inspections. Provided Explosive Safety and Class V(W) Logistical guidance and oversight for all MCB CLNC and MCI East Commands. Monitored the inspection of all explosives operating buildings, work spaces, magazines and storage areas to ensure compliance of all explosives safety requirements. Supervised the maintenance of the base explosives safety technical library of reference documents, including publications and instructions, ensuring it remained current. While I was at Marine Corps Systems Command, Program Managers of Ammunition, I served as the Assistant Team Leader. I coordinated and supervised the logistical sustainment of vessels carrying $111.7 million dollars of sustaining munitions from depot locations to operations such as Inherent Resolve in Afghanistan. I maintained a close working relationship with strategic coordinators such as Joint Munitions Transportation coordinating Activity (JMTCA) and USTRANSCOM to successfully meet projected timelines for the critical delivery dates. I supervised and tailored the munition requirements to develop the Marine Corps Ground munitions program objective (PO) for the Tailoring Working Group (TWG). I was part of a rapid response cell established to resolve critical mission shortfalls should the occasion arise. I often fielded and answered requests for information from internal and external agencies directly related to the operating forces supported with ammunition. While serving at this billet, I gained experience in validating ammunition requirements of deployed forces in order to properly forecast the source and distribute the supportable munitions needed across the globe. I assessed all limiting factors, such as Explosive Safety Quantity Distance (ESQD) arc, and ammunition compatibilities when recommending Twenty-foot Equivalent Unit (TEU) or Net Explosives Weight (N.E.W) adjustments based on planning guidance and prioritizations. • Made recommendations to Inventory Managers (IM) for MARCORSYSCOM to make adjustments based on space allocation, PO quantities, and capability spreads across the MPSRONs ships to ensure they meets combat operational requirements and was executable within the MMC schedule at Blount Island MARCORLOGCOM and Sunny Point MOTSU. Annually, I was part of the team which developed the War Reserve Material Stocks Force-held (WRMSF) Marine Ammunition Requirements Support Order (MARSO).
