Oversaw multiple sections, including asphalt, concrete, weed control, and illegal dumping abatement, graffiti removal, heavy equipment, transportation, vehicle maintenance, and signs/markings. Relocated Cal State Bakersfield to larger city-owned facility in prime location. Partnered with City of Pittsburg to construct $1.7 billion electrical transmission line. Created and managed Lancaster Power Authority.  Coordinated $27 million bond sale for solar construction. Facilitated generation of $25 million in stable, long-term revenues by locating and coordinating acquisition of properties for solar development on 50 acres.  Negotiated power purchase agreements totaling 20MW for City of Lancaster and 2 school districts. Assumed and coordinated sewer maintenance functions from Los Angeles County. Saved city approximately $1.5 annually through acquisition of SCE LS-1 street lights. Arcadia, Ca

Prepared citywide 2-year, $90 million maintenance and operations budget, including revenue forecasting. Developed capital improvement and equipment plan. Oversaw community development block grant program administration. Coordinated claims for reimbursable state mandated costs (SB 90). Ensured GASB 34 compliance and input into financial management software. Negotiated labor contracts with Arcadia Public Works, Police, and Fire Associations. Determined needs and restructured Public Works Department. Hired, evaluated, and directed staff. Interpreted and ensured compliance with rules, standards, policies, and procedures. Created and maintained 20-year vehicle/equipment plan.Devised $15 million, 5-year capital improvement plan and $90 million, citywide 2-year operating budget.  Prepared staff reports and made presentations to City Council. Renegotiated residential refuse agreement with Waste Management Inc. and recommended additional service levels, costs, and contract terms. City of Arcadia had 4th lowest refuse rates in San Gabriel Valley following negotiation. Directed funding requests and reporting requirements for Federal EPA grants (valued at approximately $10 million), LLEBG/COPS, and various state grants. Created city’s Information Technology Standards Manual and Equal Employment Opportunity Plan. Developed city’s Street Tree Master Plan and Information Systems Master Plan.  Managed seismic upgrades to ensure water redundancy to maintain Class-1 fire protection rating.

Managed all capital improvement projects, including development of project specifications, preparation of reports for City Council, monitoring/auditing of progress payments, and performing cost analysis. Authored budget, addressing personnel, maintenance/operations, equipment, employee reclassifications, and policy issues. Served as intergovernmental representative for North Orange County Public Utilities Consortium Committee and Orange County Transportation Authority Commuter Rail Work Group.
