Update: completed my Public Affairs Specialist 2 requirements in March 2021. Public Affairs Specialist 3 are required to complete Auxiliary courses including: Introduction to Public Affairs, Auxiliary Journalism, Auxiliary Photography, Introduction to Incident Command System along with on the job training such as public affairs booths, public education marketing, and engaging with the public about boating safety. In order to receive and maintain the designation, PA 3 Specialists must complete 16 hours each year.I am one of 39 members to hold this designation nationwide.

Flotilla 16-07 Staff Officer Of Communication Services
1. Exercise staff responsibility and supervision over electronic communication services throughoutthe Flotilla. Keep the members informed of all developments in these areas.2. Maintain close liaison with the SO-CS to implement the CS programs established for nationwide,district-wide, division-wide or flotilla use and to encourage increased activity and maintenance ofuniformly high standards.3. Establish and maintain the flotilla website in accordance with Auxiliary standards, includingCoast Guard policies on safeguarding personally identifiable information..4. Review the flotilla website for conformity with Auxiliary standards, including Coast Guardpolicies on safeguarding personally identifiable information.5. Foster interest in electronic communication among the members. Encourage and facilitate the useof electronic communication throughout the Flotilla.6. Maintain personal email and Internet access. Be registered in the national e-mail directory andkeep your registration information current. Encourage all Flotilla members to obtain and use aunique email address, not shared with any other member.7. Serve as flotilla web watcher. Monitor other Auxiliary sites and the division, district and nationalwebsites for important information. Ensure that such information reaches the appropriate electedand staff officers in a timely fashion.8. Coordinate and cooperate with the FSO-PB and FSO-PA to ensure that both electronic andprinted media are used to their fullest extent in providing appropriate information to themembership and to the public.9. Prepare regular notices to the flotilla membership to keep everyone abreast of new developmentsin your program area. The frequency of such notices will be as needed to pass down allinformation received. A communication should be sent as an introduction prior to the start of theyear, with any directions, procedures, and reminders that may be necessary to start off in the rightdirection.

The FC is responsible for every aspect of the flotilla and its activities. Theleader must respond to changing policies, needs, and opportunities, andcan never expect any list to be all-inclusive. Some specific duties include:a. Review national, district, and division Auxiliary missions andvisions with the membership, and lead the members in creating andadopting appropriate goals and milestones to support them. b. Ensure support and compliance with Auxiliary and Coast Guardpolicies. c. Lead, manage, and supervise the operation of the flotilla, includingmember training, qualification, assignment to duty, recognition,and corrective action.d. Encourage fellowship activities within the flotilla that will enhanceteamwork, friendship and cooperation with other flotillas andperformance on the part of members.e. Be alert for praiseworthy performance in the flotilla, and giveprompt, public recognition. Maintain and support an effectiveflotilla awards program. f. Maintain close liaison with Coast Guard units in the area, incoordination with the Auxiliary Unit Coordinator (AUC). g. Recruit and retain membership. Ensure that the flotilla has memberdevelopment plans for each new member.h. Maintain close liaison with the elected officers of other nearbyflotillas and schedule periodic visits to these units to identify areasfor cooperation. i. Maintain close liaison with the elected officers at the Auxiliarydivision level and attend all meetings of the division board. j. Draft and publish an agenda in advance of each meeting. Attendand preside over flotilla meetings. k. Appoint the flotilla staff officers and committees. l. Assist in preparation of all financial documentation.
