• Led the design of the organization, processes, metrics, risk management framework, policies, and procedures for a new agency to replace OPIC and incorporate the sixty-person banking unit of the US Agency for International Development (USAID). • With multiple stakeholders, planned and led the successful launch of the new agency with bi-partisan approval, a doubled investment cap of $60 billion, new direct equity investment authority, and a global footprint. • With the CIO, defined the business and technical requirements to upgrade or replace the agency’s customized ERP solution.• On detail as the Senior Advisor to the Chief of Staff of the Small Business Administration (SBA), developed recommendations for the Administrator to expand access to $4 billion in annual capital for growth-stage businesses through Small Business Investment Corporations (e.g., Morgan Stanley Impact) and deal-team law firms.

Following Compact signature, designed business and technical specifications for a new revenue administration system.• Led strategic planning and metrics design for the National Park Service Commercial Services Program, responsible for five hundred contracts and $1 billion in annual services and concessions in four hundred parks.• Led strategy, planning, and economic analysis for Dun & Bradstreet to increase use of the DUNS unique identifier across government and highly regulated industry.

• Led proposal to win the firm its first Governmentwide Acquisition Contract for Professional Engineering Services.• Led high-profile planning and evaluation tasks commissioned by the office of the USAID Administrator to create the agency’s first annual Results Review and Resource Request. The document garnered the top rating among government agencies by the independent Mercatus Center and contributed to increased funding in multiple sectors and regions. • Led the evaluation of the USAID Cuba program with the report posted on the agency’s main website at the request of the USAID Administrator.• Drafted development plans for Albania’s health and agriculture sectors in Tirana.
