About Christopher Fuchs
A power system professional with extensive experience in many areas of power system utility planning, operations and design including: power flow, dynamic stability, bulk, regional real-time studies as well as distribution and electrical design. As a Definition Planner and one of the Lead Electrical Engineers in the Transmission & Distribution Department of the Vancouver Office of Wood PLC (formerly AMEC Foster Wheeler), I was responsible for writing the bulk of the Project Plan including generating design sketches, coordinating submissions from other engineers, vetting the project estimate and ensuring its timely submission. As the primary BC Transmission Company Northern Division Regional Engineer I oversaw many transmission customer load interconnections and Capital Plan projects. Previously in BC Hydro I performed studies leading to the connection of Independent Power Producer (IPP). Worked closely with Substation Planning, Civil/Structural, Transmission and Protection & Control engineers to ensure IPP and Load Interconnections were properly integrated into the BC provincial grid. Enjoy working with fellow seasoned professionals who are willing and able to extend the boundaries of their knowledge base to provide cost-effective and timely solutions for all aspects of power system engineering problems. Also keen on process automation using the latest computer programming paradigms and frameworks.Specialties: Load flow analysis, dynamic stability studies, power system design, substation design, etc
Listed skills include Power Systems, Electrical Engineering, Electric Power, High Voltage, and 20 others.

All simulations were run on the GE PSLF software package.System integration studies for the Juan Pablo Terra and Pampas Wind Parks in Uruguay: All simulations are run on the Siemens PSS/E software package.Intercon IPP: conversion of an existing BC Hydro Transmission Customer with self-generation into an IPP.Long Lake IPP: A new substation segmenting the 1L387 Transmission Line into two new 138kV lines. Also involved the placement of a new capacitor bank in the Stewart Substation.Kokish IPP: Provided a project estimate in the Project Definition stage and prepared the associated Project Plan.Brucejack Mine: Modification of the new Long Lake Substation to a configuration beyond its original planned ultimate. Blackwater Mine Project involves the expansion of the Glenannan Substation 500/230kV Switchyard.Gething Mine involves a tap connection to a Peace Area 138kV line emanating from the GM Shrum Substation. New Long Beach Redevelopment Project involving the design and construction of the new Long Beach and the Great Central Lake Substations. The Fleetwood Substation is a new 230kV/25kV Substation in Surrey that is sized for an ultimate capacity of 400 MVA.Worked on numerous distribution (12/25kV) substation expansions: Wescup Shunt Capacitor Bank Addition Project, Koksilah 25kV Switchyard Expansion Project, etc.Project Manager on the Station Class Surge Arrester (SCSA) Project that was initiated by the BC Utilities Commission and required the installation of 257 SCSAs all over the province.Development of a web application written in Java using the Spring MVC Framework that tracks electrical load and equipment lists.
Senior Regional Planning Engineer
Responsible for creating the annual Capital Plan for the BC Northern Region. Initiated or involved in over 30 projects relating to both substations and transmission capacity upgrades. Capital plan items included replacement or addition of transformers, line upgrades, supporting work for new transmission lines, capacitor installations, substation modifications and remedial action schemes (RAS). Developed interconnection plans for new transmission voltage customer applications. Performed Conceptual, System Impact and Facility Studies or scoped out the work for external service providers. Participated and led meetings with the customers and their engineering service providers. Coordinated and reviewed input from the Stations, Protection & Control and Analytical engineering groups. Performed extensive long term area studies including power flow, QV, PV and dynamic stability analysis. Worked on Remedial Action Schemes to prevent voltage collapse and to reduce load shedding. Managed technical changes in Transmission Voltage Customer Electricity Service Agreements; determined the effect on the system and approved or initiated and completed the resulting network studies. Created equipment object classes using the PSSE Python Programming Interface.
Senior Bulk Integrated Planner
Participated in extensive studies relating to the revision of several System Operating Orders. Performed bulk stability studies for Vasaux Lake Substation Project, the 5L91 and 5L98 Autovar project and the 2L288, 2L295, and 2L299 Remedial Action Schemes. Worked on the Brilliant Expansion project study. Performed the integration studies for the Aberfeldie Redevelopment Project. Editor for the Annual Electric System Operating Guide in which recent and upcoming system changes and their impact on the System Operation were presented.
System Control Centre Technical Engineer
Performed Outage Scheduling Planning for the BC Hydro System using power flow simulations to determine the effect of scheduled outages and subsequent equipment failure on the system and reported results to System Operators. Developed an on-line voltage stability methodology for assessing the relative severity of transmission line outages. Wrote a prototype of the method using the "Perl" programming language to demonstrate it's viability. The method was subsequently described in the IEEE Transaction paper entitled: "Voltage Stability Contingency Screening and Ranking". Took over the maintenance of the Reactive Optimization Planning program (ROPES) which was initially developed by CEPEL of Brazil and which B.C. Hydro purchased for an in-house application. The program uses a non-linear primal-dual interior point method using logarithmic barrier parameters in the objective function. The method is more numerically robust than equivalent linear optimization programs. Tested, debugged, evaluated and coded routines for ROPES and corresponded with alpha testers and CEPEL for the delivery of version 2.0 of the program under contract to the Electrical Power Research Institute (EPRI). Wrote up an application manual for the ROPES program. Added command line options compatible in both the UNIX and PC environments, rewrote the initialization program which resulted in the executable decreasing in size from 20 Mb to 2 Mb, and modified some of the ROPES output reports. Wrote a program to convert Voltage Security Assessment Tool activities or commands to Remedial Action Module commands. Leveraged the use of an existing suite of subroutines developed in-house so that a command line could be added to ROPES.
