The new pipeline network will eliminate the need for Orpic to ship and truck refined products.***Contracted by Dominion to work for the MSPP/Orpic Project***Duties• Responsible for the operational management of planning and project controls of engineering, procurement, construction and commissioning of Jifnain Tank Terminal (Greenfield), Muscat and Sohar Refineries upgrade (Brownfield), Airport Tank Terminal (Greenfield) and 290 km of pipeline (18” and 10”).Achievements• Initiated and implemented a redesign of the 220km pipeline installation strategy. The redesign resulted in reprioritizing the pipeline crew deployment and sequencing of tunnelling teams, resulting in the successful recovery of a 6-month delay in the pipeline’s mechanical completion.• Directed the execution plan to increase productivity in process piping installation (43,000 inches various diameters) and implemented various improvement initiatives including re-structuring piping crew manning, assigning work by sub-areas, re-designing piping pre-fabrication sequences, resulting in significant productivity improvement of 27% , contained further productivity delays, allowing start-up of the main terminal with only a 2-month delay.• Designed, developed and implemented a decision-making process based on risk assessment, delivering risk simulations in real time allowing the Project Management Team (PMT) to modify its start-up strategy of both facilities and pipelines, resulting in less exposure to liquidating damages of circa $18m by starting up the hydrocarbon facilities in stages, allowing the National Refinery Company to produce revenues earlier and exposing the EPC contractor to a reduced risk of liquidate damages.

The result was to shorten the project duration and produce first revenue one (1) year ahead of schedule.• Through the interpretation of engineering and procurement packages was able to develop different levels of detail/completeness, enabling the EPCM execution schedule to reach a Class 3 status (in accordance with ACEE Recommended Practice), with an impressive +15/-10% level of confidence.• Successfully built a complete EPCM Execution Schedule from scratch applying Industry-accepted productivity and 1st principle estimating resulting in a detailed plan worth $2bn AUD and 4.5 million Direct Labour hours on behalf of Arrow. -
