Worked with dozens of Financial Intelligence Units (FIUs), including FinCEN, to proactively analyze suspicious activity and cash transaction reports. I was instrumental in architecting the Southwest Border Anti-Money Laundering Alliance - Transaction Record Analysis Center (TRAC) for analyzing Money Service Business (MSB) transfers for detecting narcotics smuggling operations, TCOs, and related crimes (human trafficking, black-peso, etc). TRAC is used by over 10,000 authorized LE users from 500 different agencies. Oversaw the deployment of the New York Division of Criminal Justice Services (NY-DCJS) federated search platform integrating over a dozen County Analytical Centers (CACs) accessing data from arrests, incidents, leads probation, license plates, parking tickets, gangs, gun permits, accidents, jail data, probation, and different records management systems (RMS).Designed the REVEAL program for IRS-CID for identifying money laundering and tax evasion; similar to the operations he created for the FinCEN analytical system. REVEAL was deployed to all field offices and integrated over 20 different data sources including CBRS and IDRS systems plus other sources identified by Lead Development Centers (LDCs) including suspicious activity reports, terrorism data, and various corporate data. Designed the architecture, training, and analytical models.Published several books including Data Mining for Intelligence, Fraud, and Criminal Detection: Advanced Analytics and Information Sharing Technologies. He managed the extraction of data from very large-scale databases and translated it into a format accessible to the visualization system. He was also responsible for supporting advanced analytical sessions with Government officials during case development and investigations. Mr. Westphal also integrated advanced visualization capabilities into a counter narcotics system maintained at DIA. Deployment of this system was worldwide and used to identify/target vulnerable links in the narcotics trafficking process. He also applied visualization techniques to disambiguate databases. Mr. Westphal developed a system to help the IRS perform investigations to identify noncompliant taxpayers. He generated name-matching routines to integrate disparate data sets from various Government sources. Mr. Westphal provided training for analysts to understand and interact with the system.

Mr. Westphal was the program manager for a project to design and implement an expert system to aid in the process of signal analysis for a high-end signal demodulation software program. The system functioned as an aid to analysts in determining which procedures to apply, what order the procedures should be applied, how to optimally parameterize the procedures, and how to interpret the results of the procedures. Mr. Westphal was responsible for interviewing the domain experts and representing their knowledge in an expert system shell. Also supported artificial intelligence marketing efforts and proposal development.

Mr. Westphal performed extensive knowledge engineering activities for a law enforcement (FBI) expert system for combating terrorism and organized crime. He was responsible for developing the criminal violation rules, duplicate entry identification, and enhancements to the personnel profiling system. Rule structures were defined in a database system coupled with various inference mechanisms. Mr. Westphal defined several large sections of the user interface including object biographics, statute displays, and the telephone analysis subsystem.

Mr. Westphal managed all documentation, system maintenance, and code generation including extensive error checking procedures, user interfaces, interactive windowing facilities, and an intelligent structure editor. Mr. Westphal also designed an adaptive artificial intelligence system using object oriented paradigms that supported mechanisms for learning such as forming structure generalizations on a basis of similar node attributes (conceptual clustering), influencing node strength relative to independent system activities and that included a well developed user interface that incorporated a query level and graphical representations of the knowledge structures.

Mr. Westphal designed and implemented a graphic based, hierarchically object oriented, sensor fusion editor integrated with expert system representation structures and reasoning strategies. Wrote code to support alternative scanning geometries (raster, radial, vector, and dimensional) where the positions of the origins of the individual sensors were aligned/registered into a joint vector space so overlay, clustering, and inversion functions could combine the data into a virtual sensor representation. Virtual sensors with properties and scan types could be obtained for specific correlation or analysis tasks by defining them from root level sensor data. Projection mechanisms were also developed to display the associated data.
