Mission Support & Test Services LLC is the Management & Operating company for the Nevada National Security Site, which is part of the US Department of Energy, National Nuclear Security Administration (NNSA) enterprise. The NNSS helps ensure the security of the United States and its allies by supporting the stewardship of the nuclear deterrent, providing emergency response capability and training, and contributing to key nonproliferation and arms control initiatives. With approximately 3,000 employees and an operating budget of some $700m annually, the organization is diverse and geographically spread across the nation. After steering the incoming team through contract transition and startup, I was responsible for partnering with the business units to develop strategy and solutions to support the missions within the contract. Interfaced with Program and Project Managers, National Laboratory Subject Matter Experts, when necessary, in program and project planning, execution and management. Responsible for defining and management of technical and administrative work scope and providing technical guidance for PM support to MSTS programs. Responsible for providing overall program portfolio management, planning, financial controls and technical support for assigned programs. This included: supporting the development, rolling out enterprise programs, implementation, and monitoring of scope, schedule, budget, cost, trend, and estimate-to-complete; preparing cost estimates and funding requests; ensuring costs and commitments do not exceed approved funding ceilings; preparing monthly performance reporting and project accomplishments. • Directed the Program and Project Management functions and built a successful, high performing PMO team integrated with the mission functional units. • Led business transformation efforts, centered on digital, to delight the NNSA customer, reduce operating overhead costs, and increase mission revenues from additional funding sources.

Bechtel are the world’s premier engineering/construction company and are a global operation with some 45,000 employees.Bechtel SAIC were a subsidiary company formed to execute the Yucca Mountain contract whose scope was to safely and successfully operate the current site facilities, and to design, license and construct the nation’s first deep geological nuclear waste repository. In order to start the full construction and operations, a license application had to be submitted and docketed on behalf of the Department of Energy with the Nuclear Regulatory Commission (NRC).As CIO my responsibilities focused on enabling the successful license submittal as well as supporting all field operations at the site by fulfilling the following:• Led the development of information and infrastructure strategy and design to include fiscal responsibility for an annual budget program of some $28m to service some 3,500 users.• Led the achievement of accreditation to CMM Level 2 as a result of the institutionalization of a rigorous software engineering life-cycle methodology and a Software Quality Assurance program, in accordance with NQA-1 and IEEE standards for associated quality affecting work products.• Inserted new technologies into the business by maintaining a roadmap depicting the timing for introduction of such technologies while managing to be in alignment with federal capital acquisition regulations and a rigorous Cyber Security program in accordance with federal government requirements.• Fostered a high performing organization through the championing of professional development, effective hiring, mentoring, training, performance management and retention programs while creating a diverse working environment where people were comfortable to bring issues forward without retaliation.• Effectively identified and aligned current and future staffing needs for optimum support to the business strategy with workforce plans and leveraging of outsourced services, where necessary

Bechtel Hanford, a subsidiary of Bechtel National, with approximately 2,000 employees, was the prime contractor for environmental remediation and clean-up of waste sites as well as decommissioning of nuclear reactors from cold war plutonium production at Hanford, Washington. The aggressive schedule of the program required sound, robust and secure infrastructure that was supported 7x24. Responsible for overall leadership of support functions and services including Information Technology, Records and Information Management, Facilities and general administration. All work was carried out in a highly regulated and a high quality/safety environment. Responsible for all personnel and budget management, setting the vision, policies and strategic direction. Re-engineered and integrated departmental work processes and established governance programs, configuration management, project planning and management program and quality assurance programs. As a Six Sigma yellow belt and champion was able to implement operation cost savings in the order of $1m per year Worked with executive management and customer to ensure a structured approach to capital acquisitions in accordance with federal requirements.Implemented a rigorous Cyber Security program in accordance with federal government requirements.

Bechtel National Inc were responsible for the design and construction of a massive, $18bn first of a kind, facility to vitrify legacy nuclear waste from the nation's plutonium production stored at Hanford in leaking underground tanks.On international assignment relocated to the USA and responsible, as CIO, for the leadership and management of all Information Technology and Information Management services for some 2,500 employees. Mobilized an outstanding support organization and implemented a wide array of complex systems to support business operations as well as design, construction, records, safety and facility operations. Devised plans and strategies, budgets, procedures and ensured alignment with business needs and project execution work processes. Developed and managed relationships with key vendor partners and developed strategic alliances to reduce costs and improve benefit to company.

Various IT Management Positions:IT Manager – Karachaganak Project, KazakhstanResponsible for all IT functions on a $1.2 billion oil facility construction project. Main challenges included rapid mobilization of all computing equipment, communications infrastructure and systems integration between Joint Venture partners and the implementation of all key production systems for design and construction. Implemented full IT infrastructure at the jobsite in Kazakhstan.Engineering, Procurement and Construction Technology ManagerResponsible for providing management and leadership to the engineering, procurement and construction systems group, comprising some 35 staff. Also acting as Deputy IT Manager for the London office. Providing input to corporate strategies and initiatives, responsible for the Operating Center Budgets and Capital Expenditures budgets totaling some £3.5 million. Additionally responsible for the EPC Automation aspects of subsidiary offices in Saudi Arabia and India.IT Manager – Shaybah Project, Saudi ArabiaResponsible for all IT functions on a $700 million, extremely fast track, lump sum, oil facility construction project in the “empty quarter” of Saudi Arabia. Jobsite location posed unique challenges especially with regard to communications. Also, several EDI initiatives and systems integration were implemented and proved to be a major success factor with our suppliers and sub-contractors.
