Mission Support & Test Services LLC is the Management & Operating company for the Nevada National Security Site, which is part of the US Department of Energy, National Nuclear Security Administration (NNSA) enterprise. The NNSS helps ensure the security of the United States and its allies by supporting the stewardship of the nuclear deterrent, providing emergency response capability and training, and contributing to key nonproliferation and arms control initiatives. With approximately 3,000 employees and an operating budget of some $700m annually, the organization is diverse and geographically spread across the nation. After steering the incoming team through contract transition and startup, I was responsible for partnering with the business units to develop strategy and solutions to support the missions within the contract. Interfaced with Program and Project Managers, National Laboratory Subject Matter Experts, when necessary, in program and project planning, execution and management. Responsible for defining and management of technical and administrative work scope and providing technical guidance for PM support to MSTS programs. Responsible for providing overall program portfolio management, planning, financial controls and technical support for assigned programs. This included: supporting the development, rolling out enterprise programs, implementation, and monitoring of scope, schedule, budget, cost, trend, and estimate-to-complete; preparing cost estimates and funding requests; ensuring costs and commitments do not exceed approved funding ceilings; preparing monthly performance reporting and project accomplishments. • Directed the Program and Project Management functions and built a successful, high performing PMO team integrated with the mission functional units. • Led business transformation efforts, centered on digital, to delight the NNSA customer, reduce operating overhead costs, and increase mission revenues from additional funding sources.
