Stephanie is a CARB-accredited Greenhouse gas (GHG) and low carbon fuel standard (LCFS) verifier. She has performed over 50 GHG verification projects in the past three years for a variety of industries, including oil and gas facilities, biofuel suppliers, electricity generation plants, public utilities, etc. She has worked with the team to develop verification and sampling plans to assess scale and complexity of projects, conduct site visits and interview facility managers to understand operations and perform comprehensive data review. She successfully resolved all identified issues and completed verifications with reasonable assurance.In addition, Stephanie developed, monitored and optimized data systems for many government clean transportation programs to ensure program compliance and support decision-making process. An example of projects she has worked on was the Port of Los Angeles and Port of Long Beach Clean Truck Program (CTP) where she developed a data automation system to process >1MM data points monthly that improved benchmark efficiency by 90%.

Working for a Texas-based consulting firm, Stephanie has participated in a variety of projects from remediation, air permitting, due diligence to field compliance. She has applied her analytical skills to develop statistical strategies to aid in decision making for groundwater delineation projects, and has prepared 50+ technical reports for O&G clients to demonstrate long-term remediation compliance. Stephanie also worked closely with clients at a marine terminal to provide on-site environmental compliance supports. Her tasks included but not limited to tracking chemical of concerns’ emissions from various emission sources, and assisting with data compilation for 12-month rolling emission inventory. Besides technical consultancy, Stephanie assisted senior project managers to coordinate and manage projects, such as attending meetings with clients to present project progress and ensure sufficient funding, developing proposals, and performing cost and benefit analysis to assist in final decision making.

Stephanie was hired as a data analyst contractor to conduct a comprehensive air quality evaluation in Texas. The purpose of this project is to determine the consistency of air quality improvements at 10 areas de-listed from the Texas Commission on Environmental Quality (TCEQ) Air Pollutant Watch List (APWL). Under limited time and budget, she successfully applied R program and ArcGIS to compile big datasets, evaluated regulatory standards for different pollutants, and performed data analysis and comparison to evaluate air quality improvements over the years for each of the delisted areas. Her assessment revealed shortcomings in the way the TCEQ collects and reports data. Ultimately, Stephanie co-authored a white paper “Assessment of Changes to the Air Pollutant Watch List (APWL) in Texas” to summarize these findings, and provide several recommendations as to how the TCEQ could improve the management of air toxics in the state.

As a summer fellow, Stephanie worked with a team of four on the Houston Sustainability Indicators Project to evaluate the quality of life in Houston. They established 24 sustainable development indicators to quantify performances of key issues impacting the region’s future development. Furthermore, the team created, designed and published four interactive data visualization reports as a platform so that the public can play with the data and compare indicators within super neighborhoods and council districts. Local press described this project as “first-of-its-kind” website for Houstonians to learn more about sustainability and livability issues in their communities.
