Department of Veterans Affairs contracted through the following contracting firms:• Patriot Technologies, LLC: 2008-2009• Harris Communications: 2010• Hewlett-Packard Enterprises Services: 2010-2014• ASM Research – Accenture Federal Services: 2014 to 2016• SBG Technology Solutions: 2016 to 2017In the initial pilot phase of the project, I was responsible for the system design and implementation of the VA’s electronic Health Management Platform (eHMP) development and Pilot infrastructure that encompass two development labs and two VA Regional data centers. The systems include Windows 2008, RedHat Linux, CentOS Linux, and VMWare ESX running on Dell hardware and SAN technologies. Application servers include development and version control applications, including Atlassian Confluence, Jira, Crowd, and Fisheye; Sonatype Nexus and Jenkins. Supporting systems include Veritas NetBackup, Intersystems Caché, mySQL, Tomcat, Apache-Solr and WebLogic. I served on project teams as an authority on systems administration issues and approaches in regards to eHMP infrastructure and design. As the projects changed focus and evolved, management of the software and hardware implementation and the adaptation and expansion of the infrastructure was under my guidance, as well as implementation and release management and Configuration Management guidelines, procedures, tracking methods and tools in regards to infrastructure and systems administration best practice. I Assisted project managers in maintenance of project resources, and minimizing project risks in regards to data integrity. In the final phase of the project I led the Systems Integration and Sustainment team in the deployment of eHMP version 1 to all VA facilities and the Integration of eHMP with multiple external healthcare systems. I developed testing tools, ensuring that new releases are accurate, complete, and functional and developed tools for troubleshooting data and system communication related issues.

Was contracted to update current systems into compliance with RESPA, ABA, TILA, ECOA, GBLA, and other State and Federal regulatory requirements. Evaluated 3rd party software solutions including SharePoint, VMWare ESX, Mortgage Dashboard CRM, Microsoft CRM, Citrux, Virtual Iron, Salesforce CRM and then created a solution proposal and cost analysis. Led the design, development and deployment of in-house and 3rd party applications necessary to complete the integration project. Created company intranet by combining SharePoint, Mortgage Dashboard CRM, and custom marketing tools. Led the development and deployment of systems documentation, staff training resources, integration testing tools, and system monitoring tools. Successfully completed the contracted project within initial projected timelines and budget.

Austin, Texas Area

As a Senior Engineer, my responsibilities included deploying, maintaining and monitoring all systems that supported their ISP service in the company's largest region; troubleshooting and resolving all server related issues and proactively detecting and resolving potential problems before they became customer impacting. Was the SME for the provisioning system, MS-Exchange email, MCIS Email, Veritas/ADIC backup system, active directory, WINS, Microsoft Clustering, MS-SAN and the customer account management web sites. Was the SSME for DNS, DHCP (Cisco Network Registrar and MS-DHCP), TCP-IP, Sun One Messaging Server, News, DTFTP, and the monitoring systems (Big-Brother, Net-Saint, HP-Openview). Additionally I was the evaluation testing engineer for products being considered and/or ultimately deployed such as Citrux Access Gateway, VMware ESX Server, SharePoint Server, Motorola, Toshiba and Linksys VoIP MTAs. Major Accomplishments Include: creating a regional intranet using SharePoint Server; restoring service in the Gulf Coast markets after several major hurricanes; and relocating the data center without interruption to service in a 24/7 environment. In preparation for becoming a phone company we had to increase our service availability from a best effort environment (99%) to one with virtually no down time (99.999%). This required making all systems and services completely redundant as well as developing methods for failing over the entire data center to secondary site. In a joint effort with the Security and Abuse team I assisted in developing methods for detecting and stopping security threats, viruses and worms, spam, theft of service and denial of service attacks that were continually evolving on our network of several million customers.Responsible for migrating several markets that were purchased from or sold to other cable companies without major interruption in service.

Primary responsibilities included deploying servers, trouble-shooting and resolving all server-related issues, and providing user support on any server related issues that the help desk was not able to resolve. Additional responsibilities include creating documentation that was used by the support center during the games and by future host cities that inherited our systems.

As Systems Engineer, I was responsible for maintaining the health and security of all Windows and AIX servers, applications, and PKI services. I also assisted the product teams in creating and implementing custom security applications and services for our clients. I designed and maintained all of the physical and network security systems for USERTrust. These systems include the facility alarm systems, the network firewalls, security policies and monitoring systems, and the biometric and smart-card access systems. I developed and maintained the security policies and procedures manuals and successfully passed a CS-2 security audit that was performed by an independent auditing firm on the network and facility. Additional responsibilities included writing technical manuals and users’ guides for all of the products, creating a disaster recovery plan, and designing and obtaining bids for the data center.

As Systems Engineer, I expanded the company’s Netware 4.11 LAN from a 3-office LAN (connected via analog modems) into a multiple domain Microsoft NT 4.0 WAN with eight locations connected via T-1 frame relay, in addition to several single users connecting via ISDN from home. I developed the corporate web site, implemented an MS Exchange Server, and developed a scheduling and client database. Also developed the company’s internal intranet. In addition, deployed a company-wide video conferencing system and a Voice Over IP phone solution. Additional responsibilities included providing technical support for the entire organization as well as ongoing software training to staff members. Also maintained regular backups of all servers as well as maintained detailed journals of all servers, routers, and other key network components. Other projects included building the corporate client database and calendaring system and bringing the entire network into Y2k compliance.
