I was appointed by Governor Palin, and resigned to accept a Commissioner of Public Safety appointment. The Chief Justice of the Alaska Supreme Court serves as Chair of this seven member independent citizen’s commission created by the Alaska Constitution. The Council has constitutional and statutory duties in three areas: to screen and nominate applicants for judicial vacancies for appointment by the governor; to evaluate the performance of judges and provide evaluation information and recommendations to voters; and to conduct research and publish reports to improve the administration of justice in Alaska.

Responsible to plan, direct and coordinate the full range of duties associated with the Police, Emergency Communications (9-1-1 Dispatch Center), and Animal Control Departments. KPD has 35 personnel (17 civilian and 18 sworn), and an annual operating budget of $2M. Developed and supported extensive community partnerships with non-profits and other emergency service providers to enhance the department’s ability to carry out our mission. I worked with Kenai Leadership Team members (Fire Chief and Public Works Director) to write the City of Kenai Emergency Operations Plan in order to become compliant with NIMS, ensuring municipal eligibility to receive Homeland Security funds. Successfully applied for over $1,000,000.00 in grants to build the City of Kenai Emergency Operations Center, and upgrade the Public Safety Dispatch Center. I served as Project Lead on both jobs.

I was appointed by the City Council as Acting City Manager in July 2005. In addition to carrying out the search and hire process for a new city manager, I was responsible for all duties associated with the supervision, administration and operation of municipal government functions and a full passenger/cargo service airport. I exercised oversight of 103 employees, directly supervised seven (7) department heads and one (1) Assistant to the City Manager and had full fiscal responsibility to execute an annual budget of $16.1M. I worked at the direction of the Mayor and City Council. I initiated assignments in accordance with the City Charter and municipal code requirements, and in accordance with the needs and services of the City or as suggested by various committees, commissions and civic groups. I provided fiscal policy analysis, negotiated contracts with Tribal, State and Federal agencies, and instituted Kenai’s first Capital Improvements Program. At Council direction, I pursued economic growth opportunities for the City, and was integral to bringing the large retail stores of Wal-Mart and Lowe’s Home Improvement Warehouse to the City.

I was appointed by Governor Murkowski. I did not seek reappointment to a third term as Governor Palin was requesting that I serve on the Judicial Council. I served as Chair of the Council from Jan. 2006 – Dec. 2007. Duties included establishing minimum statewide standards for employment as a police officer, probation or parole officer, and correctional officer in a permanent or probationary position and certification of persons to be qualified as police officers, probation or parole officers, and correctional officers under AS 18.65.130 – 18.65.290.

I worked with two other team members to develop the security and communications program for the March 5 – 11, 2006 Arctic Winter Games. This international sporting event brought over 1,700 athletes from 9 countries to the Kenai Peninsula, competing at venues from Girdwood to Homer. My team coordinated the efforts of the FBI, State of Alaska Dept. of Homeland Security and Emergency Management, Alaska State Troopers, Dept. of Corrections, four (4) municipal police departments and over 1,000 volunteers to provide Games security. We were successful in receiving the support of Secretary of Defense Donald Rumsfeld who directed Dept. of Defense personnel and technology support to the Games, and Immigration and Customs support to Kenai so international flights with Arctic Winter Games teams could fly directly to the City of Kenai.
