Leadership and technical expertise for the development of the VA Malware Analysis lab.Briefings to Senior Executives within the VA and Department of Homeland Security on forensics and malware analysis in support of cybersecurity incidents. Conducted cybersecurity briefings and presentations to the information security professionals to increase awareness of Federal and VA security policies. Project Management of special crosscutting initiatives and task force groups to accomplish programmatic goals: Department of Homeland Security (DHS) Trusted Internet Connection (TIC) Compliance Lead for the Department of Veterans Affairs for compliance with all TIC security requirements – Collaborated with VA programs and projects to ensure TIC compliance is achieved during project development and implementation. VA NSOC security compliance Subject Matter Expert (SME) for the VA-DoD Medical Community of Interest (MEDCOI) and Integrated Electronic Health Record (iEHR) programs. Charter member of the VA Cloud Strategy Working Group – Ensure that all cloud implementation for the VA are in compliance with DHS TIC and FedRAMP security requirements. Charter member of the DHS Cloud TIC Working Group – Represent the VA as security technical and compliance SME to ensure that VA security requirements are included in future iterations of the DHS TIC updates. Conducted DHS TIC and FedRAMP presentations to VA Information Security Officers to ensure a comprehensive understanding of the security requirements of these federally mandated programs.

Responsible for providing technical and administrative direction to 2 GS14 managers, 50 government and contract staff operating the Forensics & Threat Analysis (F&TA) and Incident Management groups. Responsible for Tier II through Tier IV cyber security Incident Response activities within the VA NSOC and the VA as a whole, ensuring that the CSR&A team provides efficient and effective incident response, forensics, cyber artifact analysis and network detection and analysis support. Direct and lead critical security response functions that ensure that systems and networks are secure and personal health information and other sensitive information is properly secured at over 1500 facilities consisting of 350,000 users operating 400,000 workstations and 25,000 servers and dealing with 45 million security events weekly. Provide leadership, guidance, and oversight for all matters related to Incident Management and Forensics services for the NSOC and VA. Analyze and adjust workflows and levels of effort for employee ancillary taskings to ensure a balanced workload across all employees. Work with numerous high visibility VA projects and business offices to ensure compliance with the Department of Homeland Security Trusted Internet Connection (TIC) Federal Mandate and security requirements. Foster and facilitate cooperation and collaboration within the NSOC, other VA entities, and external agencies such as DHS and US-CERT. Ensure that current capabilities are optimized and proposed technology procurements are required to meet deficiencies in security measures within current capabilities, as well as no duplication of capabilities or resource expenditures. Direct the development of internal procedures for testing all changes and/or updates to systems and vetting these through the proper change control board prior to implementation.

Supervision and leadership of the Cyber Threat Intelligence collection and reporting, Network and Host-based forensics analysis and Tier IV Cybersecurity Incident Handling teams:Responsible for providing technical and administrative direction to four GS-14 Team Leads, two GS-13 employees, and 20 contract staff operating the Threat Management groups and subgroups. Managed all facets of cyber threat intelligence collection and dissemination for the Department of Veterans Affairs. Coordination with the Department of Homeland Security, Office of Management & Budget, and other Federal Agencies for cyber threat intelligence coordination and collaboration. Supervision of all high visibility and high impact cybersecurity incidents for the Department of Veterans Affairs, to include several US CERT Category 1 intrusion attempts and attempted data exfiltration. Development and implementation of the VA NSOC Forensics labs at two locations, to include expansion of the EnCase Enterprise forensics tool to enable both remote and local forensics acquisitions of over 400,000 hosts on the VA network. Evaluates, and inspect software and/or hardware intended to ensure that automated systems are secure from unauthorized use, viral infection, and other problems that would compromise classified information, confidentiality or privacy of data, or other aspects of overall IT system security. Develop IT security compliance policy, guidelines, and procedures for systems which are typically accessed by a moderate to large user community and which process multiple applications requiring differing security controls. Develop IT procedures and systems for establishing, monitoring, and assessing the effectiveness of major administrative IT controls and line or major region-wide IT compliance programs. Adjunct Professor - Graduate School of Management

Responsible for leading a dynamic team of information assurance professionals, in support of the Marine Corps portion of the congressionally mandated Information Assurance & Interoperability assessment capability across the Department of Defense. Responsible for all phases of information security audits of the Marine Corps networks and systems, to include the following activities:Initiate, plan, coordinate and conduct technical and non-technical information security audits on Marine Corps tactical, classified and unclassified networks. Manage the communications network and information security policy and procedure reviews, interviews and survey system users regarding information security awareness, and utilize numerous automated tools to analyze the security posture of computers and network hosts. Managed the development and refinement of USMC Information Assurance Assessment Methodology course of instruction. The course presents the methodology and tools employed to conduct an effective internal threat assessment of computer networks and information systems, to include security devices, hosts, and applications. Course attendees included all DoD military services and the National Security Agency.Project Manager for the development and execution of information security audits of the Information Operations Range in support of Joint Forces Command. Foster collaboration within and across DoD and Federal government information assurance assessment teams. Provided worldwide data networking and information security support for deployed Marine unit’s security suites and data networks.
